Any SIGINTer knows that you can’t do a complete BDA (battle damage assesment) or morale assessment from communications intelligence alone. It needs to be supplemented by overhead/aerial imagery and by the keystone source, human intelligence, which (when done honestly) gets the closest of any intelligence disciplines to the adversary’s command thinking.
Soldiers and even officers in any war, certainly in Eastern Europe, call Mama on open lines out of desperation and tell sob stories. You can’t present that as a definitive picture.
The Director of GCHQ is speaking out of turn. This proclamation is a job for the Joint Intelligence Committee at the Cabinet Office, if it is a job for anyone.
