Doctors (and to some extent nurses), were set up to take the blame for vaccine damage. Break the medical profession by making it impossible for them to get insurance and you have broken the health system entirely. Leaving the way open for robots and computerised medical care. Trained doctors are an expensive commodity, now that computers can do their work more cheaply. It is said that Rockefeller once stated that surgeons were no more than glorified motorbike mechanics.
