At last week's plenary session, the Supreme Court issued clarifications on cases related to extremism. Criticism or condemnation of politicians, officials, political organizations, or religious associations in itself does not constitute incitement to hatred.
Extremism, according to the Court’s guidance, should be understood as calls for genocide, mass repression, or other unlawful actions against groups of people.

This is enough to support the entire apparatus - both military and civilian - for probably at least a year and a half. That is, the Ukrainian president is not yet in a desperate situation, and therefore he is not ready to give in to all the demands made by the Russians and, possibly, also by Trump.
