1. The Ethiopian Construction Works Corporation (ECWC) hereby invites registered eligible bidders for Electrical, sanitary & finishing materials.
2. Interested Potential Bidders are required to present renewed relevant Trade License for the Ethiopian fiscal year, VAT Registration Certificate, Tax Clearance Certificate and Online Supplier list Registration Certificate together with their offer.
3. Bidding document should be prepared in English language.
4. Interested Potential Bidders obtain a complete set of bidding document from the office of Procurement Department against payment of none refundable fee of Birr 300.00 upon presentation of Trade License renewed for the fiscal year.
5. This invitation of bid is open to all interested potential bidders regardless of their nationality and the bid evaluation and award shall be determined in accordance with the provision indicated in bidding document.
6. The deadline for bid Submission shall be on July 14, 2023, at 04:00 (Local Time)
7. Bid must be accompanied with a Bid Security of an amount of Birr Birr 300,000.00 ETB (Three hundred thousand) in the form of certified cheque (CPO) or Bank guarantee. Bid Bond in the form of insurance bond or in any other form shall not be accepted.
8. Expression of interest for Maintenance Services provider

1. INTRODUCTION
1.1 BACKGROUND
Ethiopian Construction Works Corporation (ECWC) (Procuring Entity) has been established in the year 2016 by councils of ministers’ regulation No. 366/2008 and amended with reg. no. 390/2008 by amalgamating three huge governmental construction enterprises known as Ethiopian Roads Construction Corporation, Ethiopian Water Works Construction Enterprise and Prefabricated Buildings Parts Production Enterprise.
Among the different mandates and assignments given for the corporation engaging in Equipment & Machinery Assembly, Equipment and Vehicle Maintenance Services is one of its business units.
To achieve the objectives, ECWC (Procuring Entity) has been implementing continuous reforms programs phase by phase for the last four consecutive years. To strengthen the Equipment and Vehicle Maintenance business in a better way reshuffling of structures and working environment is made and currently also under progress. Moreover, new maintenance workshops have been built which help to facilitate maintenance service located in Addis Ababa Kality area.
Therefore, ECWC is strived to work with eligible and experienced vehicles and equipment maintenance service provider (company) to maintain different types vehicles and equipment in its own maintenance compound here in Addis Ababa and in its own branch offices and projects in different parts of the country. Hence, Interested and qualified companies are invited to participate in the competition by submitting their own expression of interest (EOI) as per the requirements stated below.
1.2 OBJECTIVES
The objective is to invite qualified and experienced equipment and vehicle maintenance services provider that will execute maintenance services according to the ECWC working procedures.
2. SCOPE OF THE WORK
The maintenance service providers have proper experience on maintenance works in general, and specifically in
• Light Vehicle Maintenance
• Medium and Heavy Vehicles Maintenance
• Construction Equipment Maintenance including auxiliary equipment’s like Generator etc.
• Vehicles Body Maintenance works,
Required Vehicles and Equipment maintenance service provider (company) standards
(As per Federal Democratic Republic of Ethiopia Ministry of Transport, Transport Authority Gurage standard Requirement, 2011 E.C.)
• Light Vehicle Maintenance all level
• Medium and Heavy Vehicles Maintenance all level
• Construction Equipment Maintenance including auxiliary equipment’s like Generator etc.
• Vehicles Body Maintenance works all level
Service providers can participate or submit their own Expression of Interest for one or more than one of the above maintenance services as per their respective maintenance service experience.
3. PURPOSE
The maintenance service provider is expected to execute the contractually agreed maintenance activities in accordance with the regulations and procedure of ECWC.
4. OBLIGATIONS
4.1 Procuring entity Obligations
1. Shall provide work space and facilities (Water, Electricity)
2. Shall provide payment as per contract agreement.
3. Shall provide works
4. May provide spare parts as per the request
5. Shall determine the market price of spare parts delivered by Service Provider
6. Shall set the labor cost for each maintenance works
7. Determine and approve the maintenance cost offered by the service provider
8. Follow up the performance of the service provider
9. Inspect and approve the maintenance of the service provider
10. Provide feedback as per the performance evaluation of the service provider by formal written letter
4.2 Service Providers Obligations
1. Fulfill Federal Transport Authority Standard 2011 E.C. Gurage requirements.
2. Shall provide genuine and original spare parts as per the requirement
3. Shall provide warranty for maintained component, Vehicle and equipment.
4. Have its own technicians, ordinary and special service tools and workshop equipment

5. Shall furnish its own offices and maintenance facilities at newly built work shop in Kality ECWC
6. Shall provide spare part, labor and other costs for each maintenance works
7. Shall request approval of maintenance costs from procuring entity before starting of maintenance works
8. Fully responsible for the failure of replaced spare parts
9. Shall return the replaced spare parts to the procuring entity
10. Shall submit its payment certificates with all the required accomplishment reports.
11. Has the responsibility to give proper warranty for all executed equipment and vehicles maintenance activities and replaced parts for premature failures.
12. The warranty may incorporate not only repairing the failure of equipment/components but also replacing the incurred lost.
13. Shall provide performance bond (Guarantee) in the times of contract agreement
14. Willing to share experience and knowledge on specific activities for procuring entity’s staffs.
15. Shall follow proper maintenance service methodology by using proper manpower and equipment crew composition.
16. Must strictly follow the given mitigation measures (if any) to protect the environment so as to avoid damages on the environment and property of people.
17. Shall be able to execute and measure the works according to the Specified and Agreed Standard Time and Labor Cost
18. Shall take in to account the Equipment Manufacturer Operation and Maintenance Manuals work procedures
19. Shall agree to provide the necessary human power for each maintenance services as per Transport Authority Gurage standard Requirement, 2011 E.C
20. Shall agree to accept end user’s feedback (satisfaction / dissatisfaction) for the performance of maintained vehicles, machineries and equipment’s collected after the time of a week of service provided
21. If unspecified maintenance activities encountered, it will be entertained as per the standard time set by ECWC’s and Labor cost agreed

10.2 Technical
5.2.1 General Experience
• Five years’ firm experience in maintenance services of vehicles, construction machineries and equipment and Vehicles Body maintenance works as a main service provider or Joint Venture partner.
5.2.2 Specific Experience
1. One of the following basic maintenance services experience are expected from the service provider. The experience depends on the type of maintenance activities that the service provider can (will) participate in the business.
o Light Vehicle Maintenance
o Medium and Heavy Vehicles Maintenance
o Construction Equipment Maintenance including auxiliary equipment’s like Generator etc.
o Vehicles Body Maintenance works
2. If possible Experience of importing of spare parts for respective maintenance types (attach relevant License and experience documents)
6. DURATION
The anticipated period of the completion of the contract is 2 years including probation period of 3 months (performance evaluation), which is the time the agreed maintenance activities must be completed by the Service Provider. The extension of the contract shall depend on the satisfaction of both parties.

 Carry out effective root cause analysis (RCFA) to identify and avoid root causes of problems; examine equipment performance to detect and locate malfunctions and inefficiencies; provide technical support and operational solutions for maximum reliability and utilization of various equipment and vehicles.
 Conducting detail inspection, identifying required spare parts and material for maintenance with their part number, quantity and estimated cost and forward its recommendation for approval whether the maintenance conducted is cost-effective.

 Corrective Maintenance which might include Electrical and Electronics Maintenance.

1. The Ethiopian Construction Works Corporation invites sealed bids under National Competitive Bidding (NCB) from registered suppliers for the supply of Fuel, oil and lubricant.
2. Whereas a supplier wishes to participate for this bid but not yet registered in the suppliers' list may apply to the relevant authority for registration.

3. The bidding document may be purchased by interested suppliers from the office of Local Procurement Team against payment of non-refundable fee of Birr 400.00(birr Four hundred).
