U.S. President Donald J. Trump has signed an Executive Order, dubbed the “Protecting Children from Chemical and Surgical Mutilation” Order, which states the United States will not “fund, sponsor, promote, assist, or support the so-called ‘transition’ of a child from one sex to another.” A child defined as any individual under 19 years of age.

The Order directs all agencies to rescind policies based on guidance from the World Professional Association for Transgender Health (WPATH), while tasking the Department of Health and Human Services (HHS) with publishing and guiding the public on the best practices for promoting the health of children who assert gender dysphoria, rapid-onset gender dysphoria, or other identity-based confusion.

Additionally, all agencies and department will ensure that federal funding, including research or education grants to medical institutions, which includes medical schools and hospitals, as well as government provided healthcare, like Medicaid, Medicare, or TRICARE is not used for the chemical and surgical mutilation of children.

Finally, the Order directs the Department of Justice (DOJ) to prioritize enforcement of protections against female genital mutilation, while convening States’ Attorneys General and other law enforcement officers to coordinate the enforcement of the law. The DOJ will also work with Congress to draft, propose, and promote legislation to enact a private right of action for children and the parents of children whose healthy body parts have been damaged by medical professionals practicing chemical and surgical mutilation.

Today’s notable reports surrounding the Trump administration’s outlook on Syria:
- Earlier today Kan news reported that “senior White House officials conveyed a message to Israeli officials that U.S. President Donald Trump is interested in withdrawing thousands of American soldiers currently in Syria.”
- According to Jeff Seldin of VOA News, an unnamed U.S. defense official said that "The DOD remains committed to the enduring defeat of ISIS, including continuing counterterrorism support to the Syrian Democratic Forces in maintaining humane and secure conditions at facilities detaining thousands of alleged ISIS members."

Based on recent Pentagon estimates, there are approximately 2,000 U.S. troops in Syria as a part of the Defeat ISIS (D-ISIS) mission that is subordinate to the Combined Joint Task Force Operation Inherent Resolve (CJTF-OIR).

An F-35A Multirole Fighter Jet with the U.S. Air Force’s 354th Fighter Wing, stationed at Eielson Air Force Base near Fairbanks, Alaska crashed earlier today near the Base’s Runway. The Pilot was able to safely eject, and was not injured in the Incident. The Average Price of an F-35A is $82 Million, as of July 2024.

According to Axios, citing an unnamed Israeli official, Israel contacted Russia about the transfer of 90 “Patriot” air defense missiles and a number of PAC-2/GEM+ “Patriot” batteries prior to making the transfer to the United States. They reportedly told Russia that they were “only returning the Patriot system to the U.S" instead of supplying Ukraine (Barak Ravid). However U.S. officials have confirmed that the U.S. will act as a conduit between Israel and Ukraine for the hardware (CNN).

According to Reuters, the leader of Syria, Ahmed al-Sharaa also known as Abu Mohammed al-Jolani, has asked a Russian delegation visiting Damascus to turn over former Syrian president Bashar al-Assad. While the Kremlin spokesperson, Dimitri Pskov, did not confirm or deny the reports, Syrian media outlets have indicated that “concrete measures”, including economic “compensation,” must be taken by Russia if they want to rebuild bilateral trust between the two nations.

Here’s a deeper rundown on the deferred resignations for those who are not on board with the planned initiatives and outlook of President Donald J. Trump’s administration. The U.S. Office of Personnel Management (OPM) has detailed the email sent to federal workers yesterday in a release and workers can respond with “Resign” to opt-in to the deferred resignation.

Key points on the administration’s outlook for the workforce:
- The initiative, aptly named“Fork in the Road,” is formed around four pillars.
• Return to office: The Majority of federal employees who have been working remotely will be required to return to physical offices five days a week.
• Performance culture: Updated performance standards to “reward and promote” people who exceed the expectations of higher.
• More streamlined and flexible workforce: The downsizing and restructuring of a number of federal agencies. Using furloughs and reclassifications to “at-will” statuses to partially achieve this.
• Enhanced standards of conduct: Employees that fail to act in accordance with the law and soon to be amended codes of ethics and conduct will be “prioritized for appropriate investigation and discipline, including termination.”

Hamas has presented a list of the Israeli Hostages to be released tomorrow from the Gaza Strip, they include Arbel Yehoud aged 29, Agam Berger aged 19, and Gadi Moshe Mozes aged 80. In addition, five of eight Thai Nationals being held in captivity by Hamas, will also be released tomorrow.
