The U.S. Department of State, led by Secretary Marco Rubio, has issued a “stop work” order on all existing and future foreign assistance for the next 90 days. This seems to include humanitarian aid to Ukraine as well, with only military aid to Egypt, Israel, and Ukraine receiving exemptions. All existing commitments, except those who received exemptions, will be subject to review by Secretary Rubio’s office over the next 85-day period, according to the State Department memo on the matter.

According to the Washington Post, since the Fall of the Assad Regime in December, the United States has established several Lines of Back-Channel Communication with the New Syrian Government and its Leader Ahmed al-Sharaa, as well as Hayʼat Tahrir al-Sham (HTS), which is still designated a Foreign Terrorist Organization by the U.S. Government. These Lines have so far been used to provide the Syrian Government and HTS with Secret Intelligence related to possible ISIS Threats in Syria, as the U.S. hopes to prevent a Resurgence of the Islamic State during the ongoing Transitional Period. U.S. Officials claim that the Back-Channels were used in Early January, to prevent an ISIS Plot to attack a Shiite Religion Shrine outside of Damascus. Since the Fight against ISIS began in 2014, the United States has provided Intelligence on ISIS Attacks to Russia, Iran, Syria, and several other Unfriendly Countries, though these Warnings are often ignored by said Governments, resulting in Horrific Attacks such as the Crocus City Hall Attack in March of 2024; however, Officials state that discussions had with the Syrian Transitional Government and HTS have so far been “Positive” as both have been fighting ISIS now for over a Decade.

ICD-191 can be bypassed if providing the threat information endangers and/or jeopardizes ongoing intelligence/military operations of the U.S. and our allies.

Since Sunday, several C-17 Military Transports with the U.S. Air Force have flown from Ramstein Air Base in Germany, to Hatzerim Airbase in Southern Israel, before then flying to Rzeszów in Eastern Poland, which serves as the Hub for almost all Military Aid provided by the U.S. and NATO to Ukraine. Reports previously had suggested that Israel was considering donating Soviet Weapons and Equipment, captured recently in both Lebanon and Syria, to the Ukrainian Armed Forces, including Tanks, Anti-Tank Guided-Missiles, and Ammunition; this is in addition to several “Patriot” Surface-to-Air Missile Batteries that the Israeli Air Force was preparing to Retire, which they had also considered giving to Ukraine.

Salesses, stating that the Pause will last for 10 Days, beginning tomorrow, January 25th, in order for DoD Components to prepare for this “Reorientation of Content on their Platforms.” Exclusions to the Stand-Down include Normal Base Operations and Activities, DoD Educational Activities, Moral and Commissary Activities, Recruiting, and Posts regarding the ongoing DoD Mission on the U.S-Mexico Border.
