Kremlin Spokesperson Dmitry Peskov has said that yesterday’s visit by CIA Director John Ratcliffe was a meeting between the intelligence agencies of the two nations, adding that while Russian President Vladimir Putin was not in attendance, he has been briefed of the meeting. Peskov did not elaborate on the details of the meeting and U.S. officials have yet to comment on the details as well. With reports that Russia may have been planning upscaled coercive and or direct action, outside of ongoing hybrid campaigns, against Europe abounding, open-source analysis surrounding the meeting has largely centered on the likelihood that the meeting was held to convey a warning to Russian decision-makers.

Overnight, a major flash flood struck the Nepal–Tibet border region, killing at least nine people and leaving hundreds missing. Video compiled by the BBC show the waters rapidly rising across the region.

The flooding hit communities along the Lhende Khola River, sweeping away roads, bridges, homes and hydropower infrastructure. A massive mudslide also struck Gyirong Port, a major crossing between Nepal and Tibet, cutting roads, communications and power connections.

Local authorities suspect an earthquake triggered an ice and rock avalanche into the river, producing the sudden surge of water.

The scale of the incident is still unfolding. At least 348 people have been reported missing, including 105 Indians, 93 Nepalis, three Americans and 12 British nationals. Eight South Koreans working at a hydropower project are also missing.

Authorities are warning that the danger may not be over. A blockage remains upstream on the Lhende Khola, raising the possibility of another major flood.

Nepali and Chinese authorities are conducting rescue operations, with 574 Chinese rescuers deployed to the affected border crossing. India and South Korea are also coordinating assistance. Rescue helicopters have so far been unable to land in some areas because of the flooding and debris.

U.S. President Donald J. Trump, during an interview with @glennbeck, spoke on CIA Director John Ratcliffe’s visit to Moscow, calling it “somewhat routine,” and saying that he hopes to see something come from the meeting. However, President Trump declined to elaborate further on the exact nature of the meeting, but did mention that much of the speculation surrounding the meeting is not true.

Russia appears to be preparing for a renewed escalation in Ukraine as efforts to negotiate an end to the war have stalled, according to people familiar with discussions in Moscow cited by Bloomberg.

The Kremlin is reportedly considering more intensive conventional ballistic missile strikes against Kyiv and infrastructure in other Ukrainian cities. Russian officials increasingly view Ukrainian attacks on refineries, logistics facilities and other targets inside Russia as attacks enabled by NATO support.

The shift comes after U.S. backed negotiations failed to produce an agreement. Moscow continues to demand Ukrainian concessions, including territory in Donetsk, while Kyiv has rejected those terms. Expectations for upcoming U.S.- Russian diplomatic contacts are reportedly low.

The escalation is occurring amid an expanding exchange of strikes. Ukraine has targeted Russian oil and logistics infrastructure, while Russia has continued attacks on Ukrainian energy and other infrastructure. Ukraine's limited supply of air-defense interceptors remains a concern.

Following the massive flash flooding and mudslides in Nepal and Tibet, that have left many dead and reportedly over a thousand missing, the U.S. State Department has issued a Weather Warning for the local region advising people to stay away from the Rasuwagadhi, Timure, Syafrubesi, and Langtang areas.

Martin Kelly of EOS Risk Group is now reporting that a Kuwaiti oil tanker has been struck, likely by Iranian fires, in the Strait of Hormuz. No corresponding report from the United Kingdom Maritime Trade Operations (UKMTO) Centre at the time of writing.

According to the Wall Street Journal, citing people familiar with the matter, CIA Director John Ratcliffe traveled to Russia to warn against attacking a NATO country, which out of all the speculative scenarios in the information-space since the meet, was the most likely. It’s yet unclear if any specific consequences, outside of the already in place NATO Article 5 commitment framework, was communicated to Russian decision-makers.

Five F-35A Lightning lls, going by the Callsigns: RETRO61/62/63/64/65, departed the United States early Wednesday bound for Poland, where they are expected to soon join the Polish Air Force’s 2nd Tactical Air Wing at the 32nd Tactical Air Base in Łask. Three U.S. Air Force KC-46A Pegasus supported the F-35s in their Atlantic crossing, with a stopover at Lajes Field before continuing on to Europe.

The United Kingdom Maritime Trade Operations (UKMTO) Center has issued an advisory nearly 36 hours after receiving a report of a tanker struck by an unknown projectile, resulting in a fire aboard the vessel.
According to UKMTO, all crew members are safe and accounted for, and no environmental impact has been reported.
The incident appears to be separate from, and occurred earlier than, today's reported attack on a Kuwaiti tanker in the same general area. Attribution and the circumstances surrounding the earlier incident remain under investigation.

The Pentagon is conducting a six month review of U.S. military deployments in Europe that will provide Secretary of War Pete Hegseth with at least four force posture options by Nov. 6, according to internal planning documents reviewed by Reuters.

The options will assess different U.S. troop levels and locations, how quickly forces could be repositioned, and associated costs. The review covers roughly 80,000 U.S. personnel currently stationed in Europe.

The review comes amid growing concern among European allies that the Trump administration could significantly reduce the U.S. military presence in Europe. Pentagon officials say the process is intended to develop a range of options, rather than a predetermined troop reduction.

A key milestone will come by Sept. 18, when the top U.S. military commander in Europe is expected to participate in a briefing with Pentagon policy chief Elbridge Colby to help shape the options ultimately presented to Hegseth.

The review also comes as Washington has criticized some NATO members over their response to the Iran conflict, particularly regarding basing and overflight access for U.S. forces. The Pentagon has asked allies whether they are willing to reduce or eliminate restrictions on U.S. military access.

Legendary Canadian voice actor Peter Cullen, known as the voice of Optimus Prime in Transformers, has died aged 85.

Three non-law enforcement Secret Service officials have been placed on leave amid an investigation into potential misconduct, according to the agency.

One of those officials is reportedly communications director Anthony Guglielmi, who two sources told NBC News has been placed on leave. His spokesperson said Guglielmi is cooperating with the investigation but did not explicitly confirm his leave status.

The Secret Service has not disclosed what prompted the investigation or identified the other officials involved. The agency said the investigation remains ongoing.
