You are not mistaken Patty, the first case had a grand jury indictment but only a summons to appear. No arrest warrant, so Comey wasn't taken into custody,this time there was both an indictment AND an arrest warrant issued to the Marshals, which led to the self-surrender 😎

The first case was only white-collar charges from old testimony. So low risk, & they usually issue only a summons. This case charges direct threats against the sitting President, which involve public safety and are taken more seriously, hence the arrest warrant😉
