"The main task of state security services in relation to Ukrainian nationalists at the present time consists of preventing the establishment of nationalist anti-Soviet organizations by conducting intelligence and ideological operations and procedures through the use of appropriate political expedients so that Ukrainian nationalists no longer present a force with any capability to oppose the Soviet regime under any circumstances... focusing attention on the following:
- Efforts to investigate and conduct surveillance on former nationalist ringleaders and criminal authorities that play a role in organizing nationalist activity;
- Examining the connections and groupings of nationalists;
- Preventing and suppressing openly hostile activities by nationalists;
- Interception of any channels of communication used by nationalists to communicate with emigrant centers abroad..."

"The satellites are of importance in the current balance of power in Europe because they augment the political, military and economic power of the Soviet Union... our traditional policy to recognize and support the right of such peoples to independence and to governments of their own choosing. The elimination of dominant Soviet influence over the satellites is therefore, in the fundamental interest of the United States." (NSC, 1953)
"The European balance of power would, nevertheless, be fundamentally affected [Post-Tito], since Yugoslavia has assumed a neurological position in postwar Europe. Yugoslavia is the only truly "grey" area on the continent." (DOS, 1972)
