๐Ÿ‡ซ๐Ÿ‡ท๐Ÿ‡ซ๐Ÿ‡ทFrench President Emmanuel Macron addressed the army at the Mont-de-Marsan airbase in the southwest of the country and announced the upcoming reform of the armed forces. Details of the French president's speech were reported by the French public international TV channel France 24.

๐Ÿ“ โ€œFrance has and will have an army ready for the challenges of the century. The nation must transform its armed forces in order to be ready for more brutal and numerous wars,โ€ Macron stressed.

The French leader said that over the next six years, the army will receive 413 billion euros, almost a third more than spending on the defense department in the previous budget.

The increase in funding for the needs of the army is connected, according to Macron, with "providing our freedom, our security, our prosperity and our place in the world." Macron called the army budget for 2024-2030 a "transformation" program to adapt the armed forces to the possibilities of high-intensity conflicts.

People talk about escalation a lot in this war. This weapon is an escalation, this maneuver is an escalation. It misses the point. The basic dynamics of the war have remained largely the same since D-Day: Russia and Ukraine fight, NATO provides support to Ukraine, Russia doesn't attack NATO assets out of theater and NATO doesn't attack Russia overtly. Belarus exists in a sort of operational gray zone as a non-belligerent ally of Russia. A real escalation would permanently change one of these underlying dynamics, and as such escalation is primarily political in nature rather than operational or technical.

When thinking about this it's important to realize that there is no weapon or combination of weapons in the combined arsenal of the North Atlantic Treaty Organization - up to and including the direct transfer of large numbers of nuclear warheads and their delivery systems to full Ukrainian control - which will actually grant Ukraine superiority on the battlefield against the Russian Federation and allow them to achieve their stated war goals. Nothing short of the transfer of nuclear weapons can even alter the strategic calculus in a meaningful way. The operational maneuvering of the respective sides is similarly determined largely by a force ratio that will inexorably come to favor Russia. Simply put, if things continue on this track, Ukraine will at some point capitulate on whatever terms the Russians care to impose. The only real question mark is when and on what terms Ukraine surrenders.

A meaningful escalation would change one of these underlying assumptions about the conflict and force it onto a different trajectory. Examining the war in this way it's clear why the Russians have generally avoided escalating with NATO out of theater - the only way Ukraine can actually win on the battlefield is via direct, large-scale NATO intervention. Regardless of how annoying NATO black ops are, Putin would be shooting himself in the foot to authorize it.
