The President of the Iraqi Civil Aviation Authority, Mr. Bangen Rekani, met with the committee tasked with implementing Council of Ministers Resolution No. (855) of 2025 to review the latest developments in the committee’s work and the mechanisms adopted to carry out its duties, in a manner that contributes to enhancing the performance of Iraqi Airways and elevating the level of services provided to passengers.
The President emphasized the importance of adhering to the approved plan and implementing the resolution within the specified timelines, while adopting international best practices and standards in the field of civil aviation, in order to strengthen safety levels and operational efficiency, and to support the State’s efforts to further develop this vital sector in line with international requirements.

As part of the approved training program of the Civil Aviation Authority, the Iraqi Civil Aviation Institute hosted instructors from the International Civil Aviation Organization (ICAO) to deliver a specialized course titled Training Instructors Course (TIC), designated for trainers and inspectors of the Civil Aviation Authority.
The organization of this program comes within the Authority’s plans to develop and qualify technical personnel, and to enhance oversight and inspection capabilities in line with internationally recognized aviation safety standards.
At the conclusion of the course, it was announced that participants had successfully met the prescribed training requirements, contributing to improved technical performance, the consolidation of best training practices, and the assurance of the highest levels of safety within Iraqi airspace.

أعلنت سلطة الطيران المدني العراقي عن إصدار التعليمات والضوابط التنظيمية الجديدة الخاصة بمزودي خدمات الشحن الجوي رقم (ICAR 29) وذلك بعد مصادقة رئيس السلطة السيد بنكين ريكاني، في خطوة تهدف إلى تعزيز البيئة التنظيمية لقطاع الشحن الجوي في العراق.

وتتضمن التعليمات الجديدة إطاراً شاملاً لتنظيم عمليات الشحن الجوي بما ينسجم مع متطلبات السلامة الجوية ومعايير أمن الشحن وسلامة سلاسل الإمداد فضلاً عن وضع ضوابط واضحة لإجراءات منح التراخيص وتجديدها
وتحديد شروط التشغيل والمعايير الفنية الواجب الالتزام بها من قبل مزودي الخدمات.

كما تحدد التعليمات الالتزامات القانونية والمسؤوليات المترتبة على الشركات العاملة في هذا القطاع بما يعزز مستويات الامتثال والرقابة ويسهم في رفع كفاءة الأداء وضمان تقديم خدمات شحن جوي آمنة ومنظمة وفق المعايير الوطنية والدولية المعتمدة.

وأكدت السلطة أن تطبيق تعليمات (ICAR 29) يأتي ضمن خطتها الرامية إلى تطوير قطاع الطيران المدني، وترسيخ منظومة متكاملة تواكب أفضل الممارسات العالمية في مجال الشحن الجوي.

The Iraqi Civil Aviation Authority Issues (ICAR 29) Regulations to Organize Air Cargo Service Providers

The Iraqi Civil Aviation Authority (ICAA) has announced the issuance of new regulatory instructions and controls for Air Cargo Service Providers under regulation number (ICAR 29), following the approval of the Authority’s President, Mr. Bangen Rekani. This step aims to strengthen the regulatory environment of the air cargo sector in Iraq.
The new instructions establish a comprehensive framework for regulating air cargo operations in line with aviation safety requirements, cargo security standards, and supply chain integrity. They also set out clear procedures for licensing and renewal processes, in addition to defining operational requirements and technical standards that service providers must comply with.
Furthermore, the instructions specify the legal obligations and responsibilities of companies operating in this sector, enhancing compliance and oversight while contributing to improved operational efficiency and ensuring the provision of safe and well-organized air cargo services in accordance with approved national and international standards.
The Authority affirmed that the implementation of (ICAR 29) forms part of its strategic plan to develop the civil aviation sector and to establish an integrated system aligned with international best practices in the field of air cargo.

This decision has been taken based on the continuous assessment of the security situation, in light of ongoing developments and regional tensions, and following a comprehensive review of all relevant factors. The decision will be subject to further evaluation in accordance with any emerging developments.
Airlines and all relevant stakeholders will be notified of any updates issued in this regard in due course.
