𝐎𝐅𝐅𝐈𝐂𝐈𝐀𝐋: Chelsea have been handed a suspended one-year ban from signing first-team players and given a £10.75 million fine from the Premier League relating to alleged breaches of financial rules during Roman Abramovich’s time as owner.

The ban is suspended for two years, meaning that Chelsea will still be able to register senior players if they do not commit any further breaches. There is no sporting sanction, such as a points deduction, imposed.

The club have also been banned from registering academy players for a period of nine months. The restriction, which comes into immediate effect, only applies to youth players that have previously been registered with another Premier League or English Football League club’s academy.

The first-team charges relate to incomplete financial reporting and missed payments from 10 years ago and would not have impacted the club’s compliance with the Premier League’s profitability and sustainability rules (PSR).

It was also established that between 2011 and 2018, undisclosed payments by third parties associated with the club were made to players, unregistered agents and other third parties.

Chelsea self-reported the information to the Premier League (as well as UEFA and the Football Association) themselves, which has been taken into account by the league.

The academy charges are separate from the ones at senior level and relate to potential breaches of youth development rules between 2019 and 2022, prior to the takeover of the club by an American consortium led by Clearlake Capital and Todd Boehly.

£10m of the fine relates to financial breaches and reporting, while £750k is for breaking the Premier League's youth development rules.

“Chelsea Football Club is pleased to confirm that the club has reached a settlement with the Premier League in relation to historical regulatory matters that were self-reported by the club in 2022.

“As previously announced, the club voluntarily and proactively disclosed to all applicable regulators potential historical rule breaches, including incomplete financial reporting that took place over a decade ago.

“During an extensive Premier League investigation, the club proactively disclosed many thousands of documents. Also, when requests for information were made by the Premier League, the club promptly provided comprehensive responses and facilitated all lines of inquiry to support a complex and extremely thorough process.

“Furthermore, during the investigation, additional evidence was provided to the club by a third party regarding potential breaches of Premier League rules committed by a former employee in a small number of historical academy transactions. This information was immediately and proactively self-reported to the Premier League.

“From the outset of this process, the club has treated these matters with the utmost seriousness, providing full cooperation to all relevant regulators. The club welcomes the recognition from the Premier League of its “exceptional cooperation” and that “without those voluntary disclosures and the act of self-reporting, a number of the Premier League rule breaches may never have come to the attention of the League”.

🏥 On team news:

“Reece [James] felt something in his hamstring at the end of the game against Newcastle United. It’s really frustrating and disappointing for us. We don’t know the full extent of that just yet but it rules him out for tomorrow’s game.

“Malo [Gusto] is ill today. We’ll have a look at him for tomorrow and make a call on him.

“Estevao is back in training. He’ll be a part of the group and we’ll assess whether he can take part in the game at some point tomorrow.

“Filip [Jorgensen], he felt something in his groin after the PSG game. And again, we’ll get him scanned to find out the full extent of that injury.”

🤔 On whether PSG have an advantage after having the weekend off:

“Obviously, they have more rest. That’s natural. That’s normal. I can’t speak about other league schedules or what they do. What I can do is try and make sure that my team and our team are ready to give absolutely everything into this game in terms of the intensity, in terms of the quality that we need.

“Hopefully, we can turn around a difficult scoreline, but not an impossible one.”

💪 On what his side need to do differently this time to overcome the deficit:

“I think we performed consistently very well, but we’ve been undone in games by moments of focus or concentration.

“For us to go through tomorrow, we need to be perfect in terms of not making mistakes, in terms of our performance in possession.

“No, I think if you look at the game against PSG, the goals had nothing to do with our press.

Chelsea supporters protesting against the club’s owners have claimed they were told “it’s f—— obvious we’re building one of the best teams in the world” by director Danny Finkelstein.

Lord Finkelstein, a lifelong Chelsea supporter, was appointed as a director by the Clearlake Capital-Todd Boehly ownership with a view to engaging with fans and listening to their opinions, which he is said to have done regularly.

A summary of the meeting between Lord Finkelstein and Chelsea fans, which took place at the start of February, was posted online by the ‘notaprojectcfc’ protest group following the club’s 5-2 Champions League last-16 first-leg defeat to @Paris_Saint_Geermain. He believed the meeting was private and would not be made public.

In the summary of the meeting between themselves and Lord Finkelstein, the protest group said:

“We calmly explained that we do not see a direction of travel taking us towards seriously competing in the Premier League and Champions League while the current model is in place, and that the lack of proven experience and leadership in the squad will continue to harm us until this issue is addressed.

“The discussion became heated when the director responded by telling us players will mature as they get older and that, to them, it is ‘f—— obvious we are building one of the best teams in the world’.

“Once again, there was a lack of self-reflection from the director, who even said there is no statistical relationship between managers and results, and that their overall impact is overestimated. We found this very concerning, although the director did at least acknowledge they had hoped to make more progress this season.

“We were also alarmed when the director said the likes of Luis Enrique, who won the Champions League as manager of @Paris_Saint_Geermain last season [and whose team beat us 5-2 the night before this article was published], would not have been the right appointment for us when the manager position came up previously.”

Having published details of their meeting with Finkelstein, the ‘notaprojectcfc’ group have announced plans for a second protest.
