The New Scramble for Africa: Geostrategic competition challenges for France.

Africa in the 21st century has come to international attention for corporate investment in the largest potential consumer class in the modern age. However, western involvement is facing increasing pressure from multiple eastern spheres wedging themselves across Africa. Namely Turkey, China and Russia.

"China's foreign direct investment stock has skyrocketed all over the region, for example growing by more than 400 percent between 2009 and 2019 in Niger and by almost 750 percent in Chad. Even in Mali, where the conflict between militants and security forces is particularly violent, China is involved in commercial projects and infrastructure development," said Lina Benabdallah, an expert on China-Africa relations at Wake Forest University. 

"From 2010 to 2016, Ankara opened 26 embassies in Africa and Turkey's outsized presence in Libya now serves as platform from which Ankara can promote its ongoing effort to expand Turkey's economic and political footprint across Africa", said Professor Michaël Tanchum who teaches international relations and political economy of the Middle East and North Africa at Universidad de Navarra, Spain. He is also senior fellow at the Austrian Institute for European and Security Policy (AIES).

"Russia is looking to expand its influence as well as it has in other parts of francophone Africa, such as the Central African Republic. In Mali, public opinion increasingly looks at Moscow as a potential security partner if France was to take a real step back", said Mady Ibrahim Kanté, a researcher at the University of Legal and Political Sciences in Bamako.

While France's Operation Barkhane was concluded out of necessity, France's position has not improved. It is impossible for France to hold Africa without breaking international regulations. Human rights and humanitarianism are penalties that tie their hands. China and Russia can hold Africa while Turkey and bureaucracy loosens France's grip. Turkey continues to contest French influence after a series of proxy wars in Syria, Libya and Nagorno-Karabakh. Turkey can flex their muscles. They can work with radical elements in local populations. While Macron can only bluff, Turkey does not need to bluff. Their hands are not tied and instead they hold a sword.
