External powers, including Iran & Russia, have shown an interest in capitalizing on regional conflicts such as Sudan's civil war to advance their objectives around the Red Sea.
A regional war between Eritrea & Ethiopia would be another destabilizing arena for competition.
Iran & Russia are meddling in Sudan's civil war to acquire naval bases to support their power projection in the Mediterranean & Red Seas.
Russia, Turkey, and the United Arab Emirates (UAE) are all competing for the rights to mining deposits and Red Sea port access in Sudan.
Greater instability in the Red Sea region could exacerbate already-high shipping costs.
Shipping costs have yet to return to their pre-October 2023 levels, and the Iran-backed Houthis recently announced that they planned to resume attacks for the first time since November 2024.
A war in Ethiopia would create opportunities for malignant nonstate terrorist actors.
The Islamic State, al Qaeda, and the Houthis have all exploited instability in the Horn of Africa to spread their influence.
A war would expand the wall of instability stretching across Africa from the jihadist-afflicted Sahel to the numerous conflicts in the Horn of Africa.
Sudan and Somalia are already in the midst of civil wars and now South Sudan and Ethiopia appear on the brink of civil war.
War in Ethiopia would exacerbate the refugee crisis in the Horn of Africa and increase migration flows that would impact Europe & the Gulf States.

CENTCOM Forces Kill ISIS Chief of Global Operations Who Also Served as ISIS #2
On March 13, U.S. Central Command forces, in cooperation with Iraqi Intelligence and Security Forces, conducted a precision airstrike in Al Anbar Province, Iraq, that killed the Global ISIS #2 leader, Chief of Global Operations and the Delegated Committee Emir – Abdallah Makki Muslih al-Rifai, alias “Abu Khadijah”, and one other ISIS operative.
As the Emir of ISIS’ most senior decision-making body, Abu Khadijah maintained responsibility for operations, logistics, and planning conducted by ISIS globally, and directs a significant portion of finance for the group’s global organization.
After the strike, CENTCOM and Iraqi forces moved to the strike site and found both dead ISIS terrorists. Both terrorists were wearing unexploded “suicide vests” and had multiple weapons. CENTCOM and Iraqi forces were able to identify Abu Khadijah through a DNA match from DNA collected on a previous raid where Abu Khadijah narrowly escaped.
“Abu Khadijah was one of the most important ISIS members in the entire global ISIS organization. We will continue to kill terrorists and dismantle their organizations that threaten our homeland and U.S., allied and partner personnel in the region and beyond,” said Gen. Michael Erik Kurilla, commander, U.S. Central Command.

The United States and Somaliland have engaged in discussions over a potential agreement that could see Washington recognize Somaliland in exchange for a U.S. military base in the strategic port city of Berbera, according to Financial Times.
The U.S. has been increasingly concerned about China’s growing influence in the region, notably after Beijing secured a military base in neighboring Djibouti.
The report also revealed that the U.S. had raised the idea of relocating displaced Palestinians from Gaza to Somaliland, though it was not a central component of the talks.
The Trump administration’s interest in recognizing Somaliland aligns with growing Republican support for the breakaway region. Somaliland has built strong ties with the GOP, and several congressional bills advocating for its recognition have been introduced in recent years, though none have passed into law.
