🇷🇺🇸🇾🇱🇾 Russia will likely turn to Libya to replace its Syrian bases or mitigate its reliance on its Syrian bases in the Mediterranean & Africa even if it retains its Syrian bases.

The Kremlin faces political obstacles that make Russia’s long-term position in Libya vulnerable.

Libya is crucially the only country with a significant Russian military presence in Africa that Russian cargo planes can directly reach from Russia without refueling. Heavier cargo planes can reach Libya only by flying over Turkish airspace.

The Kremlin already increased Libya’s role as an operational hub for its various Africa Corps deployments in sub-Saharan Africa throughout 2024. These newly upgraded military facilities in Libya could handle some Russian logistics traffic that previously went through Syria.

The Kremlin has also sought an agreement for permanent Russian docking rights at Tobruk since 2023. A Russian naval base at Tobruk would fill similar logistical and strategic roles as Russia's base at Tartus, Syria.

Russia’s position in Libya is dependent on Libyan warlord Khalifa Haftar, who controls the eastern half of Libya in Libya's stalemated civil war. This fact makes any Russian basing in Libya vulnerable to the same jeopardy as its Syria bases if Haftar’s regime collapsed.

The United States has increased outreach to Haftar in recent years and pressed him to reduce his ties with Russia. US officials specifically warned Haftar against accepting a Russian naval base during these discussions.

🇷🇺🇱🇾 Facing loss of its Syrian naval base, Russia shifts focus to Libya

In March and April 2024, Russian landing ships frequently docked at Tobruk, the eastern Libyan port which hosts the Haftar-backed House of Representatives, unloading troops and thousands of tonnes of military equipment.

The shipments, which arrived from Tartus, contained towed artillery, armoured personnel carriers and rocket launchers.

The primary purpose of Russia's Tartus base was to service and replenish Russia’s naval assets and to provide logistical support for Russian operations in Libya and wider north Africa.

Aside from its Mediterranean Sea ports, Libya is already the base for Russian and Wagner activities in Niger, Chad, Central African Republic, and Sudan, making it of vital strategic importance.

🇺🇸 The US military is now talking openly about going on the attack in space

ORLANDO, Florida—Earlier this year, officials at US Space Command released a list of priorities and needs, and among the routine recitation of things like cyber defense, communications, and surveillance was a relatively new term: "integrated space fires."

This is a new phrase in the esoteric terminology the military uses to describe its activities. Essentially, "fires" are offensive or defensive actions against an adversary. The Army defines fires as "the use of weapon systems to create specific lethal and nonlethal effects on a target."

The inclusion of this term in a Space Command planning document was another signal that Pentagon leaders, long hesitant to even mention the possibility of putting offensive weapons in space for fear of stirring up a cosmic arms race, see the taboo of talking about space warfare as a thing of the past.

Michigan plan to give immigrants driver's licenses allows concealed carry permits

A package of bills that would permit people who are in the United States illegally to obtain state driver's licenses in Michigan would also allow them to get concealed pistol licenses, critics said, if they lied about their immigration status during the application process.

The Drive SAFE (Safety, Access, Freedom and the Economy) bill package, HB 4410-4412 and SB 265-267, was introduced last year in both the Democratic-controlled state House and Senate. A similar package of bills was initiated in both chambers, then controlled by Republicans, in 2021 but didn't move beyond committee hearings.

Immigration rights groups have been lobbying for the legislation, including holding a Tuesday rally at the Michigan Capitol to urge the passage of the proposals in the lame-duck session before Republicans take power next year in the House.

If passed, the measures would allow non-U.S. citizens to obtain Michigan driver's licenses regardless of their immigration status or U.S. citizenship. The bills also would prohibit the Secretary of State's office from sharing information about those applicants with federal immigration authorities.

CT residents charged in illegally obtaining licenses for undocumented immigrants in Mass., NY: Feds

WATERBURY — Connecticut residents from Waterbury and Danbury were charged after they helped illegally obtain 600 licenses for people ineligible to have them in Massachusetts and New York, federal officials said.

Cesar Agusto Martin Reis, 28, of Waterbury and Helbert Costa Generoso, 39, of Danbury, were charged with conspiracy to unlawfully produce and possess with intent to transfer identification documents, two counts of possession with intent to use or transfer unlawfully identification documents and one count of furnishing a false passport to another for use, United States Attorney for the District of Massachusetts Joshua Levy said in a release.

Both Connecticut men were arrested and ordered detained pending a detention hearing Dec. 16. Three other men from Brazil and Boston were also charged, Levy said.
