🇷🇺🇸🇾 Russia Nears Deal With New Syria Leaders to Keep Army Bases

Russia is nearing an agreement with Syria’s new leadership to keep two vital military bases in the Middle East state, a key objective of the Kremlin after the fall of its ally Bashar al-Assad.

Talks are taking place for Russian forces to remain at the naval port in Tartus and the air base at Khmeimim, according to people with knowledge of the matter in Moscow, Europe and the Middle East, asking not to be identified because the issue is sensitive.

The Defense Ministry in Moscow believes it has an informal understanding with Hayat Tahrir Al-Sham, or HTS, the former al-Qaeda offshoot that led the offensive to oust Assad, that it can stay at the Syrian bases, the person in Russia said. The situation could still change amid the instability in Syria, the person cautioned.

Moscow has established contact with HTS in Damascus and hopes the group “will honor promises” to keep foreign diplomats safe, Russian state media cited Deputy Foreign Minister Mikhail Bogdanov as saying. Russia plans to keep its bases in Syria as the fight against Islamic State, or ISIS, is not over, he said.

China’s escalating conflict with the US over trade is now extending to the drones that have become a vital part of Ukraine’s defense.

Manufacturers in China recently began limiting sales to the US and Europe of key components used to build unmanned aerial vehicles, according to multiple people with knowledge of the developments, who asked not to be identified discussing sensitive information.

The moves are a prelude to broader export restrictions on drone parts that western officials expect Beijing to enforce in the new year, the people said. Those rules could take the form of license approvals based on the intended use of the components or softer requirements for Chinese companies to notify the government of their shipment plans, according to one of the people.

🇪🇹🇸🇴 Somalia and Ethiopia agreed to work toward granting Ethiopia access to the Red Sea on December 11, which will likely lead Ethiopia to pause or withdraw from its controversial naval port agreement with Somaliland and decrease the possibility of a direct or proxy conflict between Ethiopia and Somalia.

Ethiopia and Somalia reached the deal after Turkish President Recep Tayyip Erdoğan held separate talks between Ethiopian Prime Minister Abiy Ahmed and Somali President Hassan Sheikh Mohamud in Ankara on December 11.

Ethiopia and Somalia have been in a political conflict since Ethiopia signed a naval port deal with Somaliland in January 2024. The agreement granted Ethiopia land in Somaliland for a naval base on the Red Sea in return for Ethiopia’s recognition of Somaliland’s independence

Ethiopia’s withdrawal from the Somaliland agreement would likely lead the Somali Federal Government (SFG) to reverse its decision to expel Ethiopian troops from Somalia and exclude Ethiopian troops from the new African Union mission in Somalia, which will begin in 2025.

Ethiopia and Somalia’s rapprochement may quicken the end of a dispute between the SFG and the Jubbaland state government in southern Somalia by leading Ethiopia to cut alleged military support for Jubbaland and freeing the SFG’s military and political bandwidth to address the dispute.

The SFG and Jubbaland may engage in further clashes in the following weeks, although the fighting will likely remain limited.

🇪🇺🐣 EU births drop to new low as strains on younger generations mount

Births across the 27 member states in the bloc fell to 3,665,000 in 2023, according to figures updated last month, the lowest since comparable data was first collected in 1961.

The 2023 figure is lower than the 4mn EU births forecast last year in Eurostat’s long-term population projections.

Since reaching a peak of nearly 7mn births in the mid-1960s, birth rates in the nations that now make up the EU have declined sharply and are around the same level as in the US.

Demographic experts believe the long-standing trend of Europeans having fewer and fewer babies may have been exacerbated by concerns over climate change, the pandemic and the worst surge in inflation in a generation.

“Youngsters have greater difficulty than before to establish themselves in the labour market, in the housing market, and perhaps also in the dating market,” said Willem Adema, senior economist at the OECD. “That is one part of the story which is fairly clear.”

Adema said governments should prepare for a future of low fertility and consider steps to boost immigration, productivity and levels of labour force participation, particularly among women.

🇮🇱🇸🇾 Israeli Troops to Remain on Mount Hermon over the Winter

Defense Minister Israel Katz's remarks indicated that the military intends to maintain control over the border area, which Israel claims was seized this week to establish a buffer zone between Israel and its neighbor since the fall of Bashar al-Assad's regime in Syria to militant rebels.

"Due to what is happening in Syria - there is enormous security importance to our holding on to the peak of Mount Hermon," a statement from Katz's office said on Friday.

Katz added that infrastructure would need to be built to support troops stationed there throughout the winter.

Mount Hermon, the 9,232 feet tall highest peak on the eastern Mediterranean coast offers a commanding vantage point over southern Syria's plains and places Israeli forces just 25 miles from Damascus. The mountain is split between Lebanon, Syria, and the Israeli-occupied Golan Heights—a territory whose control by Israel is recognized only by the United States.

Israeli Prime Minister Benjamin Netanyahu said Thursday that Israeli troops would stay in the zone until a reliable force on the Syrian side of the border could ensure security.

🇷🇺🇸🇾🇱🇾 Russia will likely turn to Libya to replace its Syrian bases or mitigate its reliance on its Syrian bases in the Mediterranean & Africa even if it retains its Syrian bases.

The Kremlin faces political obstacles that make Russia’s long-term position in Libya vulnerable.

Libya is crucially the only country with a significant Russian military presence in Africa that Russian cargo planes can directly reach from Russia without refueling. Heavier cargo planes can reach Libya only by flying over Turkish airspace.

The Kremlin already increased Libya’s role as an operational hub for its various Africa Corps deployments in sub-Saharan Africa throughout 2024. These newly upgraded military facilities in Libya could handle some Russian logistics traffic that previously went through Syria.

The Kremlin has also sought an agreement for permanent Russian docking rights at Tobruk since 2023. A Russian naval base at Tobruk would fill similar logistical and strategic roles as Russia's base at Tartus, Syria.

Russia’s position in Libya is dependent on Libyan warlord Khalifa Haftar, who controls the eastern half of Libya in Libya's stalemated civil war. This fact makes any Russian basing in Libya vulnerable to the same jeopardy as its Syria bases if Haftar’s regime collapsed.

The United States has increased outreach to Haftar in recent years and pressed him to reduce his ties with Russia. US officials specifically warned Haftar against accepting a Russian naval base during these discussions.
