Italy's prime Minister Giorgia Meloni has begun a two-day visit to Ethiopia, where she has announced plans for an African energy cooperation deal starting in October.

She says the "Mattei plan" will transform Italy into a major energy hub, taking gas from the Mediterranean and North Africa to European nations.

The Italian government considers the "stability and integrity" of Ethiopia and Somalia to be a priority for national interest because of their location on the migratory route from the Horn of Africa to Europe.

Leaders also discussed cooperation in security, economy, trade, and investment. They analyzed their mutual interests to ensure important plans for their people, infrastructure development, and specific Italian private-sector investments in Ethiopia and Somalia.

Tens of thousands of Somali residents gathered at the Conis Stadium in the Somali capital for several days to express their anger regarding the recent agreement between Ethiopia and Somaliland concerning sea and port leases.

Ethiopia is believed to have been granted an exclusive lease on the sea for a period of 50 years, which has raised concerns about Somalia's sovereignty as a result.

The Mogadishu regional administration organized the rally to allow residents to express their concerns regarding the perceived encroachment on Somalia's maritime territory.

In the scene, Somalis were chanting and holding banners throughout worried that the lease agreement would undermine Somalia's national interests and put their livelihood in danger.

According to demonstrators, the lease could establish a precedent for further resource exploitation in Somalia.

Somalia said a pact its breakaway region of Somaliland has signed with Ethiopia allowing it to use the Red Sea port of Berbera had no legal force and threatened regional stability.

Somalia also summoned its ambassador to Ethiopia for deliberations over the port agreement signed by Ethiopian Prime Minister Abiy Ahmed and Somaliland President Muse Bihi Abdi.

The agreement would allow landlocked Ethiopia to set up commercial operations at a leased military base in Berbera. It also included recognizing Somaliland as an independent nation in due course.

"It is a violation and an open interference with Somalia's sovereignty, freedom and unity. The so-called a memorandum of understanding and agreement of cooperation is null and void," Somalia's cabinet said.

Somalia President Hassan Sheik Mohamud stated that not an inch of Somalia can or will be signed away by anybody.

The African Union and the US have called for the respect of Somalia's sovereignty and territorial integrity, in response to a controversial sea access deal that Ethiopia struck with the self-declared republic of Somaliland.

Somaliland seceded from Somalia in 1991 but is not internationally recognised as an independent state.

US Department of State spokesperson Matthew Miller on Wednesday said that "the United States recognises the sovereignty and territorial integrity of the Federal Republic of Somalia within its borders".

AU Commission chair Moussa Faki has also urged for the respect of the "unity, territorial integrity and full sovereignty of Somalia and Ethiopia".

Both the US and AU have also asked the involved parties to pursue diplomatic dialogue to peacefully resolve the row, amid concerns that the deal could escalate tensions in the Horn of Africa region.

Somalia's President Hassan Sheikh Mohamud signed a law nullifying an agreement by the breakaway Somaliland region to grant Ethiopia access to the Red Sea in return for recognition as an independent nation, he said.

Somalia, which considers Somaliland part of its territory, rejected the New Year's Day deal that would allow landlocked Ethiopia to lease 20 km around the port of Berbera, on the Gulf of Aden with access to the Red Sea, for 50 years for its navy and commercial purposes.

"This evening, I signed the law nullifying the illegal MoU between the government of Ethiopia and Somaliland," Mohamud said. "This law is an illustration of our commitment to safeguard our unity, sovereignty and territorial integrity as per international law."

Turkey has begun mediating talks between Somalia and Ethiopia over a port deal Addis Ababa signed with the breakaway region of Somaliland earlier this year, Ankara and four officials familiar with the matter said.

The negotiations are the latest attempt to mend diplomatic ties between the East African neighbours, whose relationship soured in January when Ethiopia agreed to lease 20 km (12 miles) of coastline from Somaliland, in exchange for recognition of its independence.

Mogadishu called the agreement illegal and retaliated by expelling the Ethiopian ambassador and threatening to kick out thousands of Ethiopian troops stationed in the country helping battle Islamist insurgents.

Turkey's foreign ministry said Foreign Minister Hakan Fidan had hosted both his Ethiopian and Somali counterparts in Ankara, adding the three had signed a joint statement following "candid, cordial and forward-looking" talks on their differences.

The Somali and Ethiopian ministers discussed ways to address their differences "within a mutually acceptable framework", and agreed to hold another round of talks in Ankara on Sept. 2, the statement said.

Turkey is set to send navy support to Somali waters after the two countries agreed Ankara will sen d an exploration vessel off the coast of Somalia to prospect for oil and gas.

President Tayyip Erdogan submitted a motion to the Turkish parliament late on Friday, seeking authorisation for the deployment of Turkish military to Somalia including the country's territorial waters, state-run Anadolu Agency reported.

The move came a day after the Turkish energy ministry announced that Turkey will send an exploration vessel off the coast of Somalia later this year to search for oil and gas as part of a hydrocarbon cooperation deal between two countries.

Earlier this year, Turkey and Somalia signed a defence and economic cooperation agreement during Somali defence minister's visit to Ankara.

Turkey has become a close ally of the Somali government in recent years. Ankara has built schools, hospitals and infrastructure and provided scholarships for Somalis to study in Turkey.

Somalia's cabinet approved a bill on Thursday that, if confirmed by parliament, will revert the country's election system to universal suffrage for the first time in decades, ending a process of indirect voting, the government's spokesperson said.

Amid widespread insecurity caused by an Islamist insurgency and weak state structures, in recent years lawmakers voted for the president, while clan heads and elders elected lawmakers in both the federal government and regional states.

The country had initially been scheduled to move to direct voting in 2020, but protracted squabbles among politicians and persisting insecurity across the country forced the government to retain the indirect ballot.

"The election rules will lead the country to one person one vote nationally," government spokesperson Farhan Jimale said in a statement.

"(This) will give the citizens the power to vote and elect for the first time after 55 years. It is a historic day" he said.

Somali President Hassan Sheikh Mohamud engaged in bilateral talks with President Abdel Fattah El-Sisi at Al-Ittihadiya Palace in Cairo during his work visit to the North African country.

Following their discussions, the two leaders signed a significant defense agreement aimed at enhancing security cooperation between Somalia and Egypt.

At a joint press conference, Sheikh praised the historic pact, calling it a โ€œtestament to a future of common defense against international terrorism.โ€

Moreover, the Egyptian government reopened its embassy in Mogadishu and launched direct EgyAir flights between Cairo and Mogadishu, marking progress in the longstanding relationship between Somalia and Egypt.

Egypt delivered its first military aid to Somalia in more than four decades on Tuesday, three diplomatic and Somali government sources said, a move likely to deepen strains between the two countries and Ethiopia.

Egypt and Somalia have drawn closer together this year after Ethiopia signed a preliminary deal with the breakaway region of Somaliland to lease coastal land in exchange for possible recognition of its independence from Somalia.

The Mogadishu government has called the deal an assault on its sovereignty and said it will block it by all means necessary.

Egypt, at odds with Ethiopia for years over Addis Ababa's construction of a vast hydro dam on the headwaters of the Nile River, has condemned the Somaliland deal. It signed a security pact with Mogadishu earlier this month and has offered to send troops to a new peacekeeping mission in Somalia.

Egypt has begun preparing to deploy a military contingent to Somalia, despite strong resistance from Ethiopia and a number of Somali regions .

Earlier, the Somali president openly supported the introduction of Egyptian troops. Cairo has already sent weapons, military advisers and special forces units to Somalia. Egypt intends to complete the implementation of its plans by December 31, the date by which Ethiopian troops must be withdrawn from the country at the request of the Somali government.

Somali army units, accompanied by Egyptian military advisers, were sent to critical supply lines where Ethiopian troops were entrenched in Somalia to ensure their withdrawal.
