The United Nations Security Council on Monday authorized a foreign security mission to Haiti, a year after the Caribbean country asked for help to fight violent gangs.
The 15-member council adopted a resolution, drafted by the United States and Ecuador, that authorizes the so-called Multinational Security Support mission "to take all necessary measures" - code for use of force.
China and Russia abstained from the vote, wary of authorizing the blanket use of force under Chapter 7 of the founding U.N. Charter. The remaining 13 members voted in favor.
Kenya stepped forward in July with a pledge of 1,000 police. The Bahamas then committed 150 people, while Jamaica and Antigua and Barbuda are also willing to help.
Foreign Affairs Minister Alfred Mutua has said he hopes Kenyan police officers will arrive in Haiti by January, but authorities from the East African country have shared few additional details about the mission.
In a statement on Tuesday, Kenyan President William Ruto said his country's participation in peacekeeping missions around the world had prepared it to lead the force in Haiti.

Conflict and escalating violence have uprooted a record 6.9 million people in the DR Congo, mostly in the east of the country, the International Organization for Migration (IOM) said.
Most of those forced to flee their homes live in the eastern provinces of North Kivu, South Kivu, Ituri and Tanganyika, according to the data collected by the United Nations.
In North Kivu alone, up to one million people have been displaced due the ongoing conflict with a Tutsi-led rebel group M23, IOM said.
IOM said since June it had built 3,347 emergency shelters and distributed 7,715 kits with non-food supplies but warned that operations remain underfunded.

DRC government troops and United Nations peacekeepers launched a joint operation aimed at reinforcing security around the capital of the North Kivu province, Goma.
The city as well as Sake face threats from several armed groups, including from the M23 rebels. Group which Congo accuses Rwanda of supporting.
United Nations experts concluded in a report that Rwanda backs the M23, although Kigali denies the claim.
The UN's Force commander emphasised his forces commitment to helping the Congolese troops.
The new joint operation, named Springbok, has established several fresh defensive positions, with UN armored vehicles and heavily armed troops seen deployed in the hilly terrain near Sake.

The UN Security Council is expected to launch on Tuesday an early but gradual withdrawal of peacekeepers from the DR Congo from the end of 2023, as requested by Kinshasa.
Despite this situation in the east, the Congolese government has been calling for months for an "accelerated" withdrawal of Blue helmets, from the end of 2023 and not the end of 2024. It considers the UN force ineffective in protecting civilians against armed groups and militias that have been raging for three decades in eastern DRC.
Several members of the Council, notably the United States, have expressed doubts in recent months about the fact that the Congolese forces are ready to replace MONUSCO to ensure the security of the population.
From May 2024, MONUSCO will only be present in North Kivu and Ituri. From July 1, its workforce will be reduced by some 2,350 people.

The United Nations Security Council on Tuesday unanimously adopted a resolution starting to wind down its peacekeeping mission in the Democratic Republic of Congo.
Democratic Republic of Congo President Felix Tshisekedi said in September at the U.N. General Assembly that he had asked his government to fast-track the withdrawal of the peacekeeping mission to ensure it begins at the end of the year.
The U.N. Security Council adopted a resolution on Tuesday laying out MONUSCO's "responsible and sustainable" withdrawal in three phases over the course of 2024.

Our friends from SAMU.ZA reported that South Africa has launched a case against Israel at the UNโs international court of justice (ICJ) accusing the state of committing genocide in its military campaign in Gaza.
Israel responded to the allegations โwith disgustโ, calling South Africaโs case a โblood libelโ and urging the ICJ to reject it.
โThe acts and omissions by Israel complained of by South Africa are genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial and ethnical group,โ the South African application said.
โProvisional measures are necessary in this case to protect against further, severe and irreparable harm to the rights of the Palestinian people under the Genocide Convention, which continue to be violated with impunity.โ

On the first of two days of legal arguments at the International Court of Justice, South Africa's Justice Minister presented his country's case against Israel whom they accuse of genocide in its war in Gaza.
Justice Minister Ronald Lamola said on Thursday that Israel's response to the 7th of October 2023 attack had crossed a line "and gives rise to the breaches of the convention."
South Africa launched its case at the United Nations' top court in November and has asked the ICJ to order an immediate halt to Israel's military campaign in Gaza.
South African lawyer Adila Hassim argued that Israel's conduct violated articles 2A, 2B, 2C, and 2D of the 1948 Genocide Convention.

The U.N. World Food Programme (WFP) said it was receiving reports of people dying of starvation in Sudan and that the number of hungry people has doubled over the past year as a war has cut off civilians from aid.
WFP called on Sudan's warring factions, the Sudanese army and the paramilitary Rapid Support Forces (RSF), to provide immediate guarantees for the unimpeded delivery of relief.
WFP said in a statement that it was able to deliver aid to just one in 10 people in those areas, which include the capital Khartoum, the western region of Darfur, and El Gezira state, where the RSF recently advanced.
"It is becoming nearly impossible for aid agencies to cross due to security threats, enforced roadblocks, and demands for fees and taxation," the WFP statement said.

South Africa on Tuesday asked The ICJ to consider whether Israel's plan to extend its offensive in Gaza into the city of Rafah requires additional emergency measures to protect Palestinians.
"South Africa continues to represent the interests of the Hamas terrorist organization and is trying to deny Israel the fundamental right to defend itself and its citizens," said Israel Foreign Ministry spokesperson.
"Israel is committed to upholding international law, including facilitating the transfer of humanitarian aid and preventing harm to innocents, while the Hamas terrorists are hiding behind the civilian population in the Gaza Strip and are holding 134 people hostage," he added.
