CORENET X: IFC-SG Resource Toolkit
 
To ease industry firms and professionals in onboarding their teams onto CORENET X, we have developed various resources and training materials. One of them would be the CORENET X IFC-SG Resource Toolkit.
 
The toolkit includes the recommended 5 key steps and materials to prepare an IFC-SG model for submission via CORENET X. The toolkit also provides the latest templates by key BIM software developers, 3rd party apps and other good practice materials to support firms with their onboarding efforts.

Training on IFC-SG is also available for firms who require further support!

CORENET X is soft launched today!
 

With the progressive rollout of CORENET X, here are some timelines to take note of:

➡️ From now until 31 May 2024, project teams will be invited to submit their projects via CORENET X.

➡️ From 1 Jun 2024 to 31 Mar 2025, CORENET X will be open to the industry for voluntary submission.

➡️ From 1 Apr 2025, submission via CORENET X will be mandatory for new projects.
 
We encourage all stakeholders to sign up for RABW and IFC-SG training courses and make use of the resources we have developed to prepare your firm in onboarding CORENET X.
 
CORENET X will improve collaboration amongst project parties and regulatory agencies with the use of new technology. Do look out for upcoming CORENET X events to stay updated with the latest developments and insights from the industry!

Advisory on Foreign Worker Quota Compliance

Ministry of Manpower (MOM) and Building Construction Authority (BCA) reminds all construction companies of their obligations under the Employment of Foreign Manpower Act (EFMA). The EFMA prohibits employers from making false CPF contributions to Singaporeans who are not employees of the company to inflate the foreign worker quota. This is a serious offence that would result in a financial penalty of up to $20,000 per charge. For severe cases, employers may be prosecuted and if convicted, employers would be fined up to $20,000 or jailed for up to 2 years or to both, per charge. Employers are encouraged to drive transformation and raise productivity, reducing reliance on foreign labour.

遵循外籍员工配额公告
 
此次公告是为了提醒所有建筑公司注意自身在《雇佣外籍劳工法令》(以下统称“法令”)下所须承担的义务。该法令禁止雇主为名义上雇佣的新加坡公民缴付公积金,以提高聘请外籍员工的配额。此举是严重的违法行为,可面临高达2万新币的经济处罚。对于严重违法的案件,雇主可被起诉。一旦罪名成立,雇主可面临高达2万新币的罚款或为期不超过2年的监禁,或两者兼施。 政府鼓励雇主使用机械化与自动化技术以及高效率技术,同时提高员工的技能,减少对外籍员工的依赖。

Application for IAS is now open!

Looking to improve construction productivity by introducing automation or robotics at your project site or your off-site manufacturing premises?

The Investment Allowance Scheme (IAS) provides tax relief for investments in productive equipment, allowing firms to offset up to 50% of the approved fixed capital expenditure incurred on construction equipment and machinery against their taxable income.

Examples of equipment include but are not limited to automated concrete distribution system or a robotic fleet of drilling robots, painting robots, materials transporter, or 3D printing equipment.

Today at the BCA-REDAS Built Environment and Property Prospects Seminar, Minister for National Development, Mr Desmond Lee shared that the construction demand in 2024 is projected to be between S$32 billion and S$38 billion, with the public sector expected to contribute slightly more than half of total construction demand. ​

➡️ Public: Between S$18 billion and S$21 billion​
➡️ Private: Between S$14 billion and S$17 billion​

🏗️ Construction output is forecasted to be between S$34 billion and S$37 billion. ​

The preliminary total construction demand for 2023 reached S$33.8 billion – exceeding BCA’s revised forecast of S$27 billion to S$32 billion. This was contributed by the uptrend in tender prices, expediting of construction awards for several private residential projects, and ramping up of HDB’s public housing projects. ​

Enhancements to SCA & QFM

To continue supporting our BE consultants and encourage more sustainable business practices, BCA will be making enhancements to the Standard Consultancy Agreement (SCA) and Quality Fee Framework (QFM). ​

The SCA enhancements aim to ensure government procurement approaches remain fair and progressive. Enhancements include a clearer definition of scope of services, fair and timely remuneration, and more balanced allocation of risk. ​

Meanwhile, the QFM enhancements seek to place greater emphasis on quality in consultancy tenders and further encourage sustainable bidding behaviour. Taken together, these moves aim to encourage more sustainable business practices.​

CORENET X Simplified Regulatory Approval Process

We have simplified the regulatory approval process under CORENET X for smaller scale projects, such as single unit residential landed properties and single storey structures (e.g. bus stops, linkways, pavilions). These projects will undergo a streamlined Direct Submission Process (DSP) instead of going through the more onerous default 3-gateway process.

By streamlining the approval process for these projects, we are determined to enhance user experience, facilitate a more seamless transition to CORENET X, and significantly elevate sector-wide productivity!

Introducing Mica Mendoza, a BIM (Building Information Modelling) Engineer working at BIMAGE Consulting. Since her childhood days, Mica has always been passionate about the Built Environment and she started off her BIM career with an internship with BIMAGE. 
 
She was given the opportunity to experience the collaborative nature of BIM in her work on big projects like the JTC Chemicals Hub at Tuas South, which she enjoyed tremendously. This led to her joining BIMAGE full time. 
 
Mica is a strong advocate of BIM, and hopes to showcase the benefits of BIM in problem solving and collaboration. In doing so, she hopes this will encourage more to take up BE careers and make a positive impact.

To encourage more sustainable business practices and raise the emphasis on quality for the BE consultancy sector, we have made enhancements to the Quality Fee Method (QFM) framework. ​
 
The changes aim to discourage firms from submitting low outlier bids which could impact the long-term sustainability of the consultancy sector, including its ability to retract and retain talents. ​
 
The enhancements will take effect from 1 Mar 2024. You may refer to the BCA Circular dated 18 January 2024 for more details, or visit go.gov.sg/bca-qfm. ​
