Greece and Ukraine agreed to co-produce Ukrainian naval drones in Greek shipyards in 2025, giving Greece access to proven war tech and Ukraine a new production base.

But now the deal is stalled because Ukraine wants a formal say (possibly veto power) over how Greece could use those drones in a conflict.

Greek officials suspect Ukraine is trying not to antagonize Türkiye, a key Black Sea player and mediator with Russia.

Ukraine says its drone forces struck 38 Russian air defense targets in April—worth about $1.1 billion—including systems like Tor, Buk, and Pantsir, plus radars and electronic warfare units.

The goal is to weaken (blind) Russian defenses and open paths for deeper attacks on logistics and infrastructure.
