BREAKING UPDATE: The man accused of killing Iryna Zarutska in 2025 in Charlotte has been declared “incapable of proceeding” on a state murder charge.
DeCarlos Brown Jr. faces both state and federal murder charges in the light rail stabbing of the 23-year-old Ukrainian refugee.
A judge must decide whether to accept a report declaring DeCarlos Brown Jr. incompetent, likely delaying the case until his capacity is “restored.” His attorney says the required hearing can’t occur while he’s in federal custody.
He’s been ordered to undergo a psychiatric evaluation pursuant to his federal case but reports show it hasn’t been completed and that the evaluation period has been extended.

The ratio of the Bloomberg US Billionaires Investment Index to the S&P 500 is down to 0.41, the lowest since April 2025.
This index tracks the top 50 US-listed stocks held by US billionaires.
The ratio has fallen -0.04 points since December, marking a similar decline to that during the March-April 2025 trade war.
Historically, such declines relative to the S&P 500 have preceded stronger equity market performance.
This is because the index is heavily concentrated in a small number of mega-cap stocks, and once those names underperform, most of the downside pressure has already played out.
Is the market setting up for another rally?
