In this report, Amnesty International explores how facial recognition technology is used extensively by the Israeli authorities to support their continued domination and oppression of Palestinians in the OPT. With a record of discriminatory and inhuman acts that maintain a system of apartheid, the Israeli authorities are able to use facial recognition software – in particular at checkpoints – to consolidate existing practices of discriminatory policing, segregation, and curbing freedom of movement, violating Palestinians’ basic rights

A case study illustrating the use and looming dangers of collection and use of biometrics in the name of counter-terrorism.

In Israel/Palestine, the Israeli government has been deploying biometrics, including cutting-edge facial recognition technology, in the name of counter-terrorism. The Israeli state routinely surveils and severely restricts Palestinians’ freedom of movement using myriad technologies, including biometrics, which result in furthering the policies of systemic segregation. Since many Palestinians live under Israeli occupation, they have little control over the way their sensitive data is turned against them.

This report was compiled by Keren Weitzberg, a tech and migration researcher, in collaboration with Privacy International.

The Israeli government closely monitors the communications and movements of millions of Palestinians in the occupied territories (West Bank, East Jerusalem, Gaza), who have lived under Israeli military rule since 1967, and inside Israel, making Palestinians one of the most surveilled people in the world. 
This mass surveillance is part of a complex web of control Israel has imposed on Palestinians, particularly in the occupied territories. This system of control includes restricting the physical movement of people and goods, dividing and isolating Palestinian cities and towns from one another and the outside world, and suppressing freedom of speech on and offline.
