In this post, we offer an overview of current Knesset discussions; the contested legal grounds on which the Israeli police and Ministry of Justice rely for spyware authorization; and an analysis of governmental procurement of surveillance technology, with particular emphasis on the weaponization of trade secrets to strategically conceal governmental operations.
Current public engagement has chiefly focused on the uncertain legal basis for the police’s enhanced surveillance capacities as a result of using spyware. However, this is not the only concern with the use of technologies as advanced and powerful as Saifan by public bodies. In particular, we argue that the current combination of outdated laws with nontransparent operations makes public accountability and oversight with regards to how such technology is used intensely and unduly difficult.#Pegasus #NSO #spyware #surveillance #Knesset #Israel

Last week, the Israeli military killed three Palestinians in its first aerial drone strike in the occupied West Bank in nearly 20 years — marking a grave escalation in state violence against the territory.
Using an Elbit Systems Hermes 450 drone, the military struck a vehicle in Jenin carrying Palestinians suspected of fatally shooting four Israelis the day before. According to the Israeli military, this was the first drone strike since 2006 during the Second Intifada, or Palestinian uprising against Israeli occupation.
Drones have been mainly used in the West Bank for intelligence and surveillance purposes. Yet last September the rules changed when Israeli Army Chief of Staff, Lt.-Gen. Aviv Kochavi, approved the use of armed drones for targeted killings in the West Bank. On 6 July, Al-Haq sent a legal submission with the first findings of its preliminary field investigation to UN special procedures. On 3 July 2023, Israel launched a unilateral military attack by air and with ground forces in the densely populated Jenin Refugee Camp, in the occupied Palestinian territory (i.e., the West Bank, including eastern Jerusalem and the Gaza Strip). By 8:00 pm on 4 July 2023, the Palestinian Ministry of Health reported the death toll at 12 killed, including at least two children. At 1:00 pm on 4 July 2023, the Palestinian Ministry of Health reported 120 injuries in Jenin City and Refugee Camp, with 20 in critical condition.
