As you can imagine I receive a good number of e-mails from Iranian students inquiring about how they can gain admission to American universities. As such, I have drafted the notes below to help them know what they need to do. I have based my advise based on the set of criteria that we use at Syracuse University. Standards at other universities and colleges can be higher or lower.
• In order to be admitted to the graduate program (MA or Ph.D.) at any American university, the following factors play a very important role:
• Your undergraduate and Master’s grade point average (GPA). GPA should at least be 3.55 on a 4.0 scale.
• Your three letters of recommendation from professors who know you. Iranian professors usually write very short letters of recommendation that are very general. Frankly, these are of no use. You need three detailed letters from professors who know you very well and are able to comment on your strength and weaknesses. A letter that just says Mr. X was a student of mine and got a grade of A is of no value. So ask your professors to elaborate on your qualities.
• The minimum requirements for TOEFL and IELTS (International English Language Testing System) at the undergraduate level are set by the Admission Office (https://www.syracuse.edu/…/unde…/international/requirements/). The minimum IELTS score is 6.5 with at least a 6.0 on each of the four bands. For TOEFL, we look for a minimum of 100.
• TOEFL and GRE score for Graduate Students: Because universities like Syracuse get a lot of international applicants they have to insist on having the TOEFL score so that we can compare students against one other in terms of their English language skills. The logic here is that if a person does not speak fluent English then they will not be able to do well in their course work and hence we have to ask them to leave the doctoral program. In the Department of Political Science at Syracuse University, we need a TOEFL (internet-based) score of AT LEAST 100 (out of 120) and a GRE verbal score of 162, GRE quantitative score of 154, and a writing of 4.3. If your TOEFL or GRE scores are below those listed, you really don’t have any serious chance of being admitted. In that case I will recommend that you work on your language skills before you apply to our school or apply to a school with lower admission standards. Students wishing to take the tests may register through Iran's National Organization of Educational Testing, or with credit/debit cards issued by banks that are not prohibited under U.N. or U.S. sanctions.
• Match between your interest and what the department has to offer. For example, if you say you are interested in studying politics in Central Asia and there is no one on our faculty that has an experise on that area then you will be rejected.
• Make sure you also include a writing sample (in English).
• Please make sure that your resume and personal statement are well written. For an example of how to organize your resume take a look at mine at https://mborouje.expressions.syr.edu/cv/
• To apply for graduate admission at Syracuse University you need to apply online through our Embark on-line application program (http://www1.maxwell.syr.edu/admissions.aspx?id=596)
• Scholarships: We usually receive around 120 to 150 applications each year for our Ph.D. program and we admit 10 to 14 students from that pool and place another 10 on our wait list. The ones who are admitted are usually the best Ph.D. students and we award them full scholarship for up to 5 years which includes an annual stipend of around $18,000. In return, the students work as Teaching Assistants in our undergraduate courses.
• Because admission committees at American universities are not that familiar with the academic environment in Iran they usually don’t take degrees from Iranian universities seriously.

اعتبار پاسپورت خب ۵ ساله
اما مجوز خروج برای یکماه (اربعین)صادر شد
به طور کلی با کد سخا ای که از پلیس+۱۰ گرفتم توی سایت service.epolice.ir درخواست خروج از کشور دادم.
نظام وظیفه استعلام گرفت از دانشگاه که آیا این فرد دانشجو هست و مشغول به تحصیل که حضوری رفتم امور فارغ التحصیلان گواهی اشتغال به تحصیلم رو ارائه دادم و اونا هم تاییدم کردن توی سامانه.
بعد به صورت انلاین باید مبلغ ۳ میلیون وثیقه واریز بشه و بعد از تایید نظام وظیفه که این هم صورت انلاین تایید میکنن sms اومد که برید اداره گذرنامه.
رفتم اداره گذرنامه و نامه ی خروج رو گرفتم(مجوز خروج یکماه صادر شد یعنی ۱ آبان تا ۱ آذر) و بردم پلیس +۱۰ . مدارک مورد نیاز (۲ قطعه عکس۶×۴ ، اصل و کپی همه صفحات شناسنامه و کارت ملی ، مبلغ تقریبا ۱۲۰ هزار تومن هم کارت کشیدن ) رو ارائه دادم.
بعد از سه روز پاسپورت از طریق پست تحویل داده شد.
البته من از طریق دانشجویی برای اربعین اقدام کردم. از طریق دانشجویی دیگه نیاز به واریز وثیقه ی ۳ میلیونی نیست !
بعد که پاسپورت اومد چون هدفم هم خروج از کشور نبود اعلام انصراف کردم .
وقتی اعلام انصراف کنین وثیقه ی ۳ میلیونی چند روز بعد از اتمام مجوز خروج به حساب شما برگشت داده میشه.
اگر هم دانشجویی اقدام کرده باشین برای اربعین که فقط اعلام انصراف میکنین از طریق دانشگاه.
کل مراحلی که برای گرفتن پاسپورت از طریق سفر زیارتی طی کردم.
سرباز ها از طریق نظام وظیفه نمیتونن درخواست پاسپورت کنن
اجازه ی خروج از کشور افرادی که سرباز هستن مشروط به موافقت منابع انسانی ارگانی هست که فرد اونجا در حال خدمت هست .
