❇️*Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojana, 2026*❇️
🔆*I) Scheme Details:-*
🟢*A) Debt Relief (Loan Waiver):*
🔷️*Maximum Benefit: Up to ₹2.00 Lakh* (including principal and interest) per individual farmer, regardless of the size of landholding.
🔷️*Eligible Loan Period:* Short-term crop loans availed between *April 1, 2019, and March 31, 2025,* which were *overdue as of September 30, 2025, and remained unpaid up to March 31, 2026.*
🔷️*Restructured Loans:* Short-term crop loans disbursed within the same period that were restructured/re-restructured into medium-term loans are also eligible, provided the overdue instalments (principal + interest) as of September 30, 2025 (and unpaid by March 31, 2026) *do not exceed ₹2.00 Lakh.*
🔷️*Previous Scheme Beneficiaries:* Farmers who previously benefited from the Mahatma Jotirao Phule Shetkari Karjmukti Yojana, 2019, will receive a *maximum debt relief of ₹50,000,* provided their total outstanding balance (for loans taken between April 1, 2019, and March 31, 2025) is up to ₹50,000.
🟢*B) One-Time Settlement (OTS):-*
🔷️*For regular accounts > ₹2 Lakh:* If the total outstanding amount (principal + interest) across all bank accounts exceeds ₹2.00 Lakh, *the farmer must first deposit the entire amount exceeding ₹2.00 Lakh* into the bank. Only after this payment will the government clear the remaining ₹2.00 Lakh under the OTS framework.
🔷️*For restructured accounts > ₹2 Lakh:* Similarly, for restructured loans exceeding ₹2.00 Lakh, *the farmer must clear the amount above ₹2.00 Lakh first to receive the ₹2.00 Lakh benefit.* Farmers are given a *deadline until March 31, 2027,* to deposit their share.
🔷️*For 2019 Scheme Beneficiaries > ₹50,000:* If a past beneficiary's *outstanding amount exceeds ₹50,000,* they *must clear the portion above ₹50,000 to receive the ₹50,000 OTS benefit.* The *deadline* for this deposit is also *March 31, 2027.*
🔷️*NPA Accounts:* For Non-Performing Asset (NPA) accounts with Nationalized, Private, and Regional Rural Banks, waiver/settlement amounts will be determined based on ledger balances according to the Date of NPA. A dedicated committee chaired by the Additional Chief Secretary (Finance) will negotiate with banks to finalize waiver percentages.
🟢*C) Incentive Benefits (For Regular Repayments):-*
🔷️*Criteria:* To reward financial discipline, farmers who took crop loans and *completely repaid them on time (before June 30 or bank-specified deadlines)* in *_any two out of three financial years_* *(FY 2022-23, FY 2023-24, and FY 2024-25)* will receive an incentive benefit up to *₹50,000.*
🔷️*Mandatory Condition:* If these eligible farmers have taken short-term crop loans for *_FY 2025-26 and FY 2026-27,_* they must also *repay them within the stipulated deadline.*
🔷️*Small Loan Incentive:* If the short-term crop loan taken and repaid in FY 2023-24 or FY 2024-25 was less than ₹50,000, the farmer will receive an incentive equal to the *actual principal and interest repaid, with a minimum guaranteed benefit of ₹5,000.*
🟢*II) Eligibility & Implementation Criteria:-*
🔷️*Individual Assessment:* The individual farmer will be considered the unit of eligibility.
🔷️*No Double Benefits:* Farmers receiving the *Debt Relief (Loan Waiver)* benefit will *not be eligible* for the *Incentive Benefit.*
🔷️*Applicable Banks:* The scheme applies to loans taken from Nationalized Banks, Private Banks, Regional Rural Banks, District Central Co-operative Banks (DCCBs), and Primary Agricultural Credit Societies (PACS) funded through their own resources.
🔷️*Mandatory Registration:* Eligible farmers *must undergo Aadhaar Authentication* and must be *registered on the Agristack platform.*
🟢*III) Non-Eligibility (Exclusions):-*
The following individuals are *NOT eligible* to receive any benefits under this scheme:

*3. PSU & Aided Institution Staff:* Employees of State Public Sector Undertakings (e.g., MSEDCL/Mahavitran, MIDC, MSRTC) and aided institutions with a *combined monthly salary exceeding ₹25,000.*
*4. Taxpayers:* Individuals who pay Income Tax on income derived from non-agricultural sources.
*5. Pensioners:* Pensioners whose monthly *pension exceeds ₹25,000* (Excluding Ex-servicemen).
*6. Co-operative Institutional Heads:* Office-bearers (Chairmen, Vice-Chairmen, Directors) and employees of APMCs, Co-operative Sugar Factories, Co-operative Spinning Mills, Urban Co-operative Banks, DCCBs, Maharashtra State Co-operative Bank, and Co-operative Milk Unions *earning over ₹25,000 per month.* (Note: Seasonal workers of co-operative sugar factories are NOT excluded).
