#US Sanctions money launderers connected to Al-Shabab

The U.S. Department of the Treasury imposed sanctions on 16 entities and individuals on Monday for their involvement in fundraising and money laundering activities supporting the terrorist organization #al_Shabab. Al-Shabab, an Islamist insurgency group operating in Somalia and linked to al-Qaida, has long been a threat to regional stability.

According to a Treasury statement, those sanctioned were operating across the Horn of #Africa, the United Arab Emirates (#UAE), and #Cyprus. The sanctions freeze all U.S. assets belonging to the individuals and entities and prohibit Americans from engaging in any transactions with them. This move echoes similar sanctions imposed in 2022 targeting individuals associated with al-Shabab.

Al-Shabab, known for its deadly terrorist attacks and control over parts of #Somalia, sustains itself by extorting businesses and collecting taxes in the areas under its influence. Despite efforts by the Somali government to dismantle the group's financial infrastructure, al-Shabab persists by extracting cash from businesses in government-controlled regions.

#Sudan suspends #Arab Satellite Channels for lack of transparency and expired licenses

Sudan authorities have suspended the operations of three prominent Arab satellite channels, Sky News Arabia, Al Arabiya, and Al Hadath, citing concerns over lack of transparency, unprofessional reporting practices, and license renewal issues. This decision has raised concerns about press freedom in the country

According to the statement issued by Minister Graham Abdel Gader, the suspension of Sky News Arabia, which is funded by the United Arab Emirates (#UAE), was due to "harmful publishing." Meanwhile, the Saudi-based channels, Al Arabiya and Al Hadath, were suspended for failing to renew their licenses.

The Ministry of Foreign Affairs criticized Sky News Arabia for broadcasting a video report related to the Somali militant group Al-Shabaab, presenting it as footage from Sudan. The ministry also alleged that the report relied on a newspaper affiliated with the Rapid Support Forces (#RSF), a controversial paramilitary group in the country.

While Sky News Arabia defended the accuracy of their report, they acknowledged the use of archived footage. The Sudanese Journalists Syndicate (SJS) condemned the decision to suspend the channels, expressing concerns that it could lead to the suppression of professional media and exacerbate the spread of misinformation and hate speech in the country.

Somaliland and the UAE have had a discussion on the ways and means of bolstering energy and mining investments in the country.

This follows an official visit by Somaliland government delegation led by Minister of Energy and Minerals Abdilahi Farah Abdi to the United Arab Emirates, where they were received by the Emir of Ras al Khaima, Sheikh Saud bin Sar al Qassimi.

The minister who was accompanied by his adviser Ibrahim Ali Yusuf, and the officials in the UAE held crucial discussions on investments in the field of energy and minerals and to broadly present the investment opportunities in Somaliland in these sectors to potential investors.

#Somali pirates release #Bangladesh-flagged ship MV Abdullah and crew after alleged ransom payment

Somali pirates have freed the Bangladesh-flagged vessel, MV Abdullah, and its 23 crew members after a reported ransom payment. The ship was transporting coal from Mozambique to the United Arab Emirates (#UAE) when it was seized off the coast of Somalia about a month prior.

The pirates claim to have received $5 million in ransom, although there are no independent sources that can confirm this statement. The hijacking of the MV Abdullah is part of a recent surge in piracy incidents off the Somali coast, with over a dozen vessels targeted since late November.

The KSRM Group, owner of the MV Abdullah, confirmed the ship's release after negotiations with the pirates. A #Dubai firm pledged $13 billion for 20 Years of #South_Sudan #Oil

*The loan from an obscure #UAE company may tie up most of South Sudan’s oil revenues for many years, #UN investigators say.

A little-known company run by a distant relative of the Abu Dhabi royal family agreed to lend 12 billion euros ($12.9 billion) to South Sudan in exchange for repayment in oil, making it one of the largest ever oil-for-cash deals and the latest such intervention in a struggling African country.

According to an unpublished report by a United Nations Security Council-appointed panel of investigators reviewed by Bloomberg, the Dubai-based Hamad Bin Khalifa Department of Projects, or HBK DOP, and South Sudan’s then-finance minister Bak Barnaba Chol appear to have agreed to the terms of the loan in documents signed between December and February.

The deal amounts to almost double the GDP of South Sudan, which has been ravaged by famine and conflict, and 70% of the funds are earmarked for infrastructure, according to the documents seen by the investigators. But a loan of this size - about five times the country’s current external debt -also would likely tie up most of South Sudan’s oil revenues for many years, the unpublished report says.

#UN Security Council delays discussion on #Sudan’s complaint against #UAE

The UN Security Council postponed deliberations on Sudan’s complaint against the United Arab Emirates (UAE) until May, at #Britain’s request.

The originally scheduled meeting was set to discuss the humanitarian crisis in Sudan, arms flow violations, and Sudan’s accusations of UAE aggression through alleged support for paramilitary forces fighting the Sudanese army.

In statements to Sudanese state TV, Sudan’s Ambassador, Al-Harith Idris, claimed the postponement was a procedural reason due to a missing English translation of the complaint. He emphasized that the delay “won’t prevent the UAE from being condemned,” and the discussion will move to Mozambique’s presidency in May.

Idris criticized the intervention of Britain, the penholder for Sudan (the country currently responsible for drafting resolutions on Sudan), calling it “arbitrary and lacking neutrality.”

India's aspiration for support from new BRICS bloc members in its bid for a permanent seat on the #UN Security Council faces challenges, with countries like Egypt and Ethiopia expressing reluctance, according to sources familiar with the matter. The expansion of the BRICS grouping last year to include #Egypt, #Iran, the #UAE, #Saudi_Arabia, and #Ethiopia was anticipated to strengthen India's position. However, disagreements have emerged regarding the support for India, Brazil, and South Africa's UNSC aspirations.

Initially, there was an understanding that new members would back these aspirations. However, Egypt and Ethiopia, among others, argue that this condition wasn't explicitly communicated to them. Efforts to garner support for UNSC reforms, including backing for India's permanent membership, were highlighted in the Johannesburg Declaration 2023. Despite this, consensus among new members remains elusive.

Russia, set to host the BRICS Summit in October 2024, faces the challenge of aligning all members' positions on UNSC reform. Mohammed bin Zayed and #Sudan's Burhan speak in call mediated by #Ethiopia

Sudanese army chief Abdel Fattah al-Burhan and United Arab Emirates (#UAE) President Mohammed Bin Zayed spoke to each other on Thursday in a phone call mediated and arranged by Ethiopian Prime Minister Abiy Ahmed.

Multiple Sudanese and diplomatic sources told Middle East Eye that Abiy had mediated the phone call following his recent trip to Port Sudan to meet with Burhan and in the wake of a $817m bilateral currency swap agreement between the UAE Central Bank and the National Bank of Ethiopia.

It was the first conversation between the two leaders since June 2023, when the Sudanese army accused the UAE at the UN Security Council of providing weapons and support to the paramilitary Rapid Support Forces (RSF), which the army has been at war with since 15 April last year.

“During the visit of Abiy Ahmed, he convinced Burhan to ease the tension with the UAE, telling him that this was also the desire of the Emirati leadership, including the head of state Mohammed bin Zayed,” the source close to the army said.

The joint initiative, which is an offshoot of a proposal by by Sheikh Mohammed Bin Rashid Al Maktoumm, Vice President, Prime Minister and Ruler of Dubai, at the 2017 World Economic Forum under the “One Million Arab Coders” program, aims to provide basic digital literacy training to 5 million Ethiopian youth by 2026 with a target if making at least 50% of the trainees to be young women.
