Thai Court Rules for Bout A Thai court has ruled against Viktor Bout’s extradition to the U.S. on terrorism­related charges stemming from his arrest by undercover U.S. Drug Enforcement Agency officials in a sting operation at a Bangkok hotel in March of 2008.
