查阅了关于 MSVC UCRT 相关的资料，情况是这样的：
以前的 msvcr<ver>.dll 被拆分成了 ucrtbase.dll 和 vcruntime<ver>.dll
ucrtbase.dll 里面是 C 语言的一些基础函数，与编译器版本无关，随 Windows 10 附带。
vcruntime<ver>.dll 是与编译器版本有关的函数。
所以说，如果写一个 Windows 10 only 的程序，可以动态链接 ucrtbase.dll 静态链接 vcruntime，这样的话不需要安装运行库也可以运行。
