Ok, my head canon is that after the mountains of encanto opened, and they could see the outside world, luisa moved into the city to study, and become part of the army . (In the concept art of encanto, it was shown that the world outside is modern like today, but they've been living far from society so their lifestyle was stuck in the 50s)
She goes to the city and still has to navigate the new world she knows nothing of. Works few jobs at a time to support herself and not burden her family. One of these being a waitress in the cafe OF THE DETECTIVE AGENCY BUILDING.
why? Well, in season 3 of bsd, the cafe was attacked by the mafia once. So they purposely took in people with special powers to defend themselves, if something like that were to happen again. People like luisa with super strength😁
This is how she starts working there and greets mr kunikida every now and then with a coffee during her work hours.
She's so busy from having many part time jobs that she knows nothing about the city. And wishes to see the Ferris wheel for once.(This desire was also shown in the concept art.) Stuff happens and in the end kunikida promises to open a time of his schedule to show her around in the city.
