The Startup Conference, held for the first time at Webster University Tashkent, marked the official launch of the AI & Startups Club of Webster University. The event brought together students, entrepreneurs, and industry professionals to discuss innovation, entrepreneurship, and the development of the startup ecosystem.

🔹 The conference featured a distinguished lineup of speakers:

Sirojiddin Olimov - CEO of Mutolaa;
Usmon Rakhimjanov - Ecosystem Builder at IT Park;
Amirbek Ne’matilloyev - Partner at Startup Garage;
Bashirjon Rabbimov - Head of Sales and Partnerships at Startup Garage;

⚡️Prezidentimiz tadbirkorlik va startap ekotizimni rivojlantirish bo‘yicha yana bir muhim Qarorga imzo chekdilar!

Qarorga muvofiq startap g‘oyani shakllantirish, loyihani ishlab chiqish, ishga tushirish hamda masshtablashtirishni o‘z ichiga olgan 4 bosqichli startap ekotizimi joriy etiladi:

1. Venchur sarmoyalar hajmi 2 mlrd dollarga yetkaziladi;

2. 500 ta startap 1 mln, 100 tasi 10 mln va 25 tasi 100 mln dollarlik yirik kompaniyalarga aylantiriladi;

3. Yoshlarning 2 mingta g‘oyasi tijoratlashtirilib, 400 ta loyiha xalqaro bozorlarga olib chiqiladi;

4. Startap loyihalar ishga tushishi natijasida 20 mingdan ortiq yangi ish o‘rinlari yaratiladi;

5. 2026-yildan boshlab har yili “Yosh tadbirkorlar” chempionati o‘tkaziladi;

6. Eng yaxshi 100 ta loyihaning har biriga 1 mlrd so‘mgacha investitsiya kiritiladi;

7. Chempionat g‘oliblari davlat mukofotlari va ko‘krak nishonlariga tavsiya etiladi;

8. Loyihani brendga aylantirish uchun ekspertlarga 41 mln so‘mgacha xizmat haqi to‘lab beriladi;

9. Startap studiya va markazlarni tashkil etish uchun 20 ta loyihaga 5 yil muddatga 5 mlrd so‘mgacha foizsiz qarz ajratiladi;

10. Inkubatsiya va akseleratsiya dasturlari badal to‘lovlari uchun 41 mln so‘mgacha grant beriladi;

11. O‘quvchilar o‘rtasidagi “Eng yaxshi startap g‘oyasi” tanlovi o‘tkaziladi va g‘oliblariga 10 mln so‘mgacha mukofot beriladi;

12. “Eng innovatsion g‘oya” tanlovi o‘tkaziladi va mukofot jamg‘armasi 10 mlrd so‘m etib belgilanadi;

13. Talaba va ilmiy xodimlarning loyihalariga 20 ming dollargacha sarmoya kiritiladi;

14. Ideaton va xakaton g‘oliblariga inkubatsiya yoki akseleratsiya sharti bilan 20 ming dollargacha konvertatsiyalanadigan qarz ajratiladi;

15. “Raqamli startaplar” dasturi doirasida IT loyihalarga 10 ming dollargacha grant beriladi;

16. Yiliga 10 tagacha loyihaga MVP yaratish xarajatlarini qoplash uchun 50 ming dollargacha “R&D” vaucher taqdim etiladi;

17. Startapchilarning nufuzli akseleratsiya va o‘quv kurslarida qatnashish xarajatlarining 50 foizi (20 ming dollargacha) qoplab beriladi;

18. Startaplarni patentlash va intellektual mulkni ro‘yxatdan o‘tkazish xarajatlari qoplab beriladi;

19. 2026-yil 1-apreldan hududlarda hokimlar rahbarligida “Startaplar klubi” tashkil etilib, startapchilar bilan har oy uchrashuvlar yo‘lga qo‘yiladi va hududlardagi yirik tadbirkorlik subyektlari startap loyihalariga biriktiriladi.

20. 2026-yildan boshlab har yili “Startap ekspo” ko‘rgazmasi tashkil etiladi va unda loyihalar investorlar, venchur jamg‘armalar hamda yirik korxonalarga taqdimot qilinadi;

21. Muvaffaqiyatli startaplar bilan davlat xaridlari shartnomalarida oldindan to‘lov 500 mln so‘mgacha bo‘lsa 50 foiz, undan yuqori bo‘lsa 30 foiz etib belgilanadi;

22. Startap ekotizimini rivojlantirishga 2026–2027-yillarda jami 160 mln dollar va 130 mlrd so‘m yo‘naltiriladi;

23. Texnologik startaplar uchun Jahon bankidan 100 mln dollar mablag‘ jalb qilinadi;

24. “Fondlar fondi” va “IT Park Ventures” venchur jamg‘armalariga 50 mln dollar ajratiladi;

25. Yoshlar tadbirkorligini rivojlantirish jamg‘armasi va “Yoshlar ventures” jamg‘armasiga 10 mln dollar beriladi;

26. “UzVC” milliy venchur fondiga byudjetdan 100 mlrd so‘m ajratiladi.

The man who taught AI to see

If you have ever scanned a bank card with your phone camera or watched an app extract data from a receipt, you used technology shaped by Yann LeCun.

In the 1980s, computer vision was stuck. Systems tried to process entire images at once, consumed heavy compute, and produced weak results. LeCun took a different path inspired by biology. He designed neural networks that break images into small patterns like edges and curves, then assemble meaning from those pieces.

In 1989, he introduced a handwritten digit recognition system. By the 1990s, his algorithms were processing roughly 10% of bank checks in the US. It was one of the first cases where neural networks delivered measurable profit to large companies.

Harvard, 2004. While the brightest minds were busy solving complex equations in the library, a student named Mark was looking for a way to connect the entire campus. He had and idea and didn’t see why he shouldn’t make it real.
