"The Russian Federation sees that resolution as a threat to peace and security in BiH and the region as a whole," he added.
He said that the resolution was not passed with the number of votes that the sponsors had hoped for - there were more abstentions and votes against than for.
"The adoption of the resolution is a Pyrrhic victory for its sponsors," Nebenzya added.

Today we are witnessing a sad page in the history of the UN General Assembly. A number of delegations led by Germany decided to abuse the powers of the General Assembly and, under the guise of a resolution establishing a day of remembrance, adopt a political declaration, the purpose of which, despite the statements of the initiators to the contrary, is to demonize one of the nations of the former Yugoslavia, to undermine the Dayton Peace Agreement and the Resolution 1031 of the UN Security Council, which approved it.
Not surprisingly, the non-consensus resolution not only fails to call for the full implementation of the Dayton Agreement, but does not even mention it.
The authors of the initiative initially misled the members of the Assembly. They proclaimed that the resolution leads to reconciliation and at the same time hid that it lacks the main element - the consent of all peoples and entities in the country. The very fact of introducing the draft and its discussion led to an increase in tensions in Bosnia and Herzegovina and in the Balkans in general.
The initiators of today's decision act deliberately, pushing Bosnia and Herzegovina towards confrontation, regardless of the price it paid during the civil war of the 90s. And then 100 thousand people died and we can remember many bloody tragedies of this war, not only against Bosniaks, but also Serbs and Croats. One gets the impression that this is being done so that the Bosnian peoples will never reconcile.
We see these actions as a threat to peace and security in the country and the region as a whole.
We have repeatedly heard that the presented resolution aims only to close the gap, confirm the decisions of international courts and promote long-term national reconciliation.
However, the bitter irony is that today's vote clearly showed how divided the world community is.

Let's briefly reflect on this question:
Those who don't reside in Bosnia and Herzegovina very likely don't know that Dodik himself initiated the process of "independence" a very long time ago, as we all know, nothing of such ever happened. Why?
Milorad Dodik is aware that secession from Bosnia and Herzegovina in any form could lead to a NATO intervention which could potentially put an end to Republika Srpska as it is today.
The opposing parties in Srpska on various occasions stated that Dodik can't do such thing and would most certainly lead to catastrophic consequences for the Serbian people.
However, the will of the Serbian people is clear, the unification of Srpska and Serbia could potentially happen in the future but considering the current geopolitical situation, such move would fortify the political influence of Sarajevo on the international level.
