On this day, September 11, 1990,
the "Council of Senior “Scholars” in Saudi Arabia" issued a fatwa allowing "seeking the help of non-Muslims" against Iraq before the outbreak of the Second Gulf War.
Sheikhs Al-Albani and Safar Al-Hawali refused to sign the fatwa.
This fatwa led to subsequent rulings, most notably Ibn Baz's fatwa declaring Saddam Hussein an infidel, making it obligatory to fight and overthrow him. Another fatwa claimed that the Baath Party was "more dangerous than Christian nations" because it was an atheist party, while Christians are considered People of the Book, according to Ibn Baz’s ruling.
This fatwa served as the legal cover for 33 armies to enter the region, with more than half a million American and British soldiers, and 31 other nations.
In one day, they dropped more than 80,000 bombs on Baghdad, Basra, Mosul, Maysan, Babylon, Anbar, Salah al-Din, and other cities in Iraq, killing hundreds of thousands of civilians.
A few days later, Rabee Al-Madkhali issued a statement titled "Repelling the Aggression of the Atheists and the Ruling on Seeking the Help of Non-Muslims to Fight Them," in which he legitimized the shedding of innocent blood in Iraq.
In 2003, Kuwait re-circulated the fatwa through state-controlled media as part of its justification for liberating its land from the occupation of Iraq and the slaughter of its people.

In an interview with the Commander-in-Chief Abu Khaled al-Daif with Fajr al-Intisar newspaper in 2005 after the liberation of Gaza, he was asked about the methods that had the greatest impact on the occupation?
