⚡️Three officials from the mediating countries told The Times of Israel:

The Israeli team has been telling the mediators for weeks that a deal would be all but certain if Hamas agreed to back down from its demand for a pre-condition Israeli commitment to a permanent ceasefire when a phased hostage release deal began — the mediators succeeded in convincing Hamas to back down from that demand last month, leaving only marginal issues to resolve.

The Israeli negotiating team indicated that it would be possible to move forward with a deal, but Netanyahu issued a series of new demands in late July that undermined the concessions the negotiators had already agreed to.

Three officials from the mediating countries told The Times of Israel:

Netanyahu’s demands include his insistence that Israeli forces remain in the Philadelphi Corridor on the Gaza-Egypt border to "prevent smuggling", including at the Rafah crossing.

Netanyahu also seeks to establish a new mechanism to prevent armed Palestinians from returning to northern Gaza, and to gain veto power over Palestinian prisoners that Hamas seeks to release in exchange for the release of 115 hostages remaining in Gaza.

Before the new Israeli demands were formally presented in Rome on July 27, the Israeli negotiating team had been in talks with mediators about an IDF withdrawal from the Philadelphi Corridor and the installation of security mechanisms to prevent "weapons smuggling" from Egypt into Gaza, according to one diplomatic official.

So the mediators were surprised to hear Netanyahu later begin speaking publicly about the need for the settler forces to remain indefinitely in the Philadelphi Corridor.
