Who benefits more, Saudi Arabia or Egypt?

The answer is Israel.

When Tiran Island became Saudi Arabian territory, the Tiran Strait, under international law, became an international passage due to the participation of more than one country, "Egypt and Saudi Arabia." No longer could any country, whether Egypt or Saudi Arabia, control the movement of traffic through this strait, establish checkpoints, impose fees, or close it, whether in peacetime or during war.

This tells you that both regimes follow orders only.
