3- It will not be possible for thousands of armed terrorists to return to the northern Gaza Strip.
4- Israel will work to maximize the number of living hostages who will be returned from Hamas captivity.
The broad outlines agreed upon with Israel and given President Biden's blessing will allow Israel to return the kidnapped persons without harming other war objectives.
