According to Bloomberg, as part of a new package of sanctions, the European Commission has proposed restrictions on lenders using the Russian central bank’s system for the transfer of financial messages, known as SPFS, to circumvent sanctions. As of March, 3.2% of outstanding debt was in some stage of delinquency. According to the Federal Reserve, this figure is still 1.5% lower than in the fourth quarter of 2019, but the growth rate is unprecedented. The data also show a wide range of credit card usage. About one in six credit card users utilize at least 90% of their available limit.
