In April 1973, before the Arab-Israeli war in October, Ahmed Zaki Yamani, the Saudi Oil Minister, visited Washington to meet with Kissinger. During the meeting, Yamani conveyed King Faisal's request to the United States to pressure Israel into returning all the lands captured in the Six-Day War of 1967.
However, Kissinger did not take the matter seriously, prompting Yamani to issue a warning that King Faisal was contemplating an oil embargo.

The U.S. faced a challenge in balancing its unwavering support for Israel with maintaining close ties to Arab oil monarchies.

After the 1973 Arab-Israeli War, the Organisation of Arab Petroleum Exporting Countries (OAPEC) declared a complete oil embargo against the nations that had supported Israel. The initiative was led by King Faisal of Saudi Arabia, who primarily targeted the US because it decided to provide military supplies to Israel and to gain an advantage in the post-war peace talks.

The embargo greatly strained the US economy, which had grown dependent on foreign oil to meet its increased demand.
The embargo lasted from October 1973 to March 1974, after Sadat was able to negotiate a deal between Saudi Arabia And the US.

In an interview with the Associated Press on November 22, 1973, Saudi Arabia's Minister of Oil and Mineral Resources, Ahmed Zaki Yamani, spoke about Europe and Japan's dependence on Saudi Arabian oil while in Copenhagen.
