The activities of the Council of Europe are aimed at protecting the rule of law. This international organization includes 47 states, which is more than the number of EU members.

Experts note that the Council of Europe is more of a political organization, while the European Union mainly deals with economic issues. However, this is not the only way to see it. The Council of Europe and the European Union are different independent organizations, and both are engaged in human well-being in the territories under their jurisdiction.

The main document of the Council of Europe is the European Convention on Human Rights (1953). Article 4 prohibits slavery and forced labor. It is not by chance that this article was included in the document: when the Council of Europe addresses any issue, it is to protect human rights in all directions. Consequently, work should be free and voluntary. Article 11 of the Convention protects freedom of assembly and association, including trade unions. According to the logic of the Council of Europe, everyone’s interests shall be protected by representatives of their own group. In particular, a trade union or other organization deals with occupational health and safety.

According to the WHO representative in the Russian Federation, Melita Vujnovich, people should take all necessary measures to prevent the spread of the virus. The pandemic provoked a crisis, claims Vujnovich, and brought about new challenges that the world has not seen before.

Social distancing, cough etiquette, self-isolation and quarantine help to ensure the safety of people, but at the same time, as noted by Melita Vujinovich, these measures have created the need to pay special attention to the return of employees to their jobs. She claims that a plan for an efficient return should be supplemented with five development options: when an employee returns to the office after confinement or working remotely, after having suffered a minor illness, health problems of moderate complexity, severe consequences of the virus, or a “post-COVID syndrome”.

In all these cases, according to the WHO representative, an HSE specialist should focus on three things in case of infection spread hazard: ensuring safety at the workplace, during strict confinement and remote work. So, the situation with the spread of COVID-19 urged professionals to develop a whole system of measures to ensure an operational working process. However, it should not be a 200-page manual, but a specific guide that can be useful in case of an emergency.

Many companies spend significant time and resources to improve safety, usually by addressing technical, environmental, and procedural issues and implementing safety management systems. However, what happens when productivity declines and minor crashes continue to occur? How can we foresee the incidents? How can we prevent those minor incidents that are often attributed to negligence or inattention?

This is where the psychology of safety comes to the forefront. After all, when forming a team, the human factor, the personality of employees plays an important role. Companies face different levels of awareness among workers. This also applies to the safety rules attitude.

During the event learned from experts how to create a “portrait” of safety from a scientific point of view, consider effective methods of personnel diagnostics that can be used in the selection and evaluation of the team and investigate the approaches to the formation of awareness of safety issues.

Many cities in the world strive to become safer, and not just about the capitals of advanced countries. Urbanism is moving towards safety because the local authorities understand that a developed infrastructure saves budget funds.
In a technologically advanced city, there are far less traffic collisions, which, as a result, relieves transport junctions and reduces the burden on medical institutions. It also means that the city public transport does not suffer any losses due to delays. In consequence, there is no need to involve highway patrol, and the citizens are more likely to choose public transport over private vehicles. All these things contribute to the city budget. This is just one example of the connection that exists between urbanism and economy.

All of us have ever used smart watches, bracelets, calorie counters, etc. Every day we come across one or another type of smart wearable device, use it as a technological accessory or for entertainment. Today high technologies are available to everyone, they simplify many life processes.

Let’s now imagine how you can use all this arsenal in production, in the organization of labor protection. What will happen if we use smart wearable device technologies to reduce employee injuries, implement them to improve safety and reduce the risk of accidents. We have thousands of sensors at our disposal that can work in a single ecosystem, performing continuous monitoring functions.

A Dutch researcher has developed an AI system that identifies emotional state of farm animals. This eco-oriented project is based on an algorithm that monitors nine main emotional state of animals in real time. For instance, it can be aggressive, calm or neutral. This AI solution is supposed to help manage animal population more efficiently and better select those animals that are most suitable for certain farming objectives.

This and other similar technologies are becoming integral to our lives. Biologists and farmers realize that it is easier to cure an animal at an early stage, before the disease gets out of hand. Moreover, there is a problem of extinction. Developers are actively working on AI solutions aimed at preserving biodiversity and saving endangered plant and animal species. Modern algorithms are able to analyze the impact of chemicals on flora and fauna in the surrounding territory. That way, there is a better chance to detect a problem early on and prevent a disaster.
