Today is the International Day of the World's Indigenous Peoples.

It is an annual day that reminds us of the importance of preserving and supporting the culture and traditions of indigenous peoples.

Crimean Tatars, Karaites and Krymchaks have been living in war for more than 9 years, and their lands have been used by the enemy to attack Ukraine. Gratitude and respect to all those who stand for their homeland, make efforts for de-occupation and victory.

They are part of the nation's code! We are fighting for our people and lands, for the restoration of all the rights and freedoms of indigenous peoples. And we call on the international community to take decisive steps.

Crimea is Ukraine. It will be freed from the shackles of captivity of the russian occupiers!

Glory to Ukraine! πŸ‡ΊπŸ‡¦πŸ‡ΊπŸ‡¦πŸ‡ΊπŸ‡¦

Legal regulation of Artificial Intelligence β€” which way should Ukraine go?

πŸ”Ή The working meeting with the participation of the Digital Transformation Committee discussed Ukraine's compliance with the global pace of development of the field of Artificial Intelligence (AI) and the protection of the rights and freedoms of citizens in the development of regulations related to the field of AI in Ukraine.

πŸ’¬ When deciding which way Ukraine should move in the issues of legal regulation of artificial intelligence, it is necessary to study the best European and world experience, β€” said the Chairman of the Committee Mykhailo Kriachko.

πŸ”ΉIn the EU, the European Commission is responsible for developing policy in this area: the European Artificial Intelligence Alliance has been established, which covers more than six thousand stakeholders and serves as a platform for public discussions. In the near future, it is planned to create an independent body β€” the European AI Council.
The Committee on Youth and Sports supported the draft Resolution on the Appeal of the Verkhovna Rada of Ukraine to the international community to condemn the illegal disqualification of Ukrainian fencer, Olympic champion Olha Kharlan (No. 9554)

In the draft law, the Parliament calls on the International Fencing Federation to:

βž– completely cancel the disqualification of Olha Kharlan and officially apologise to her;

βž–bring to justice all persons involved in the decision to disqualify the athlete;

βž–banish for life the russian athlete Anna Smirnova for her provocative act contrary to the Olympic spirit.

ℹ️ The decision of the International Fencing Federation does not overturn the disqualification of Olha Kharlan, but only suspends its decision and confirms its correctness, i.e. it continues to consider her guilty. This causes the possibility for such provocations to be repeated both in fencing and in other sports whose rules require a mandatory handshake or bow.
Today, the Verkhovna Rada of Ukraine adopted a number of decisions, including:

πŸ“Œ 9581 β€” appealed to the parliaments and governments of foreign states, international organisations and their parliamentary assemblies regarding the intentions of the russian federation to hold illegal elections in the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine;

πŸ“Œ 9575 β€” early termination of the parliamentary powers of the Member of Parliament of Ukraine A.Kholodov.

IN TOTAL:

🟒 5431 β€” improved mechanisms for controlling concentrations of business entities. The Antimonopoly Committee is entitled to conduct inspections of business entities only if there are signs of violation of the legislation on protection of economic competition in order to collect evidence of violations.

The Verkhovna Rada of Ukraine has authorised the launch of the Service of Disciplinary Inspectors, which is to assist the HCJ in conducting disciplinary proceedings against judges (No. 9261):

πŸ”Ή As of today, the HCJ has more than nine thousand pending complaints against judges.

πŸ”Ή Despite martial law, inspectors of the Service will be appointed through a competition to be held by the HCJ.

πŸ”Ή The day of commencement of disciplinary proceedings is the day the HCJ receives the relevant disciplinary complaint, or the day the Disciplinary Chamber of the HCJ makes a decision to open a disciplinary case on its own initiative, or the day the HCJ receives a relevant appeal from the High Qualification Commission of Judges of Ukraine.

πŸ”Ή A citizen of Ukraine who has a higher legal education and meets one of the following requirements may be appointed as a HCJ disciplinary inspector: at least 7 years of experience as a judge, at least 10 years of experience as a prosecutor, and experience as a lawyer.
The people's deputies of Ukraine appealed to the parliaments and governments of foreign states, international organisations and their parliamentary assemblies regarding the intentions of the russian federation to hold illegal elections in the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine (No. 9581).

πŸ”Ή The russian federation has consistently and demonstrably disregarded the universally recognised norms and principles of international law.

πŸ”Ή The intention of the russian invaders to hold illegal elections to local "authorities" on 10 September 2023 in the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine shows that the electoral system of the russian federation has completely discredited itself.

πŸ”Ή The Verkhovna Rada of Ukraine calls on the international community not to recognise the legitimacy of any "elections" in the temporarily occupied parts of the territory of Ukraine.
βœ…Today, the Verkhovna Rada of Ukraine adopted the draft law No. 9419-1 as a basis.

It is aimed at minimising potential oligarchic influence on political parties, improving the mechanisms of public funding and state control over the activities of political parties.

Its main goal is to restore reporting by political parties and verification of their reports.

Over the past three years, the truly ambitious political finance reform has been suspended. This has jeopardised the credibility of political parties, as well as the state's ability to respond to both external and internal challenges from russian aggression and, at the same time, oligarchs' influence on political processes.

I thank my colleagues for supporting this important decision! Let's move on.

The First Deputy Chairman Oleksandr Korniienko
