My intuition tells me that if they get their 80%, they’ll introduce vaccine passports.
The unvaccinated ~20% will first encounter standard problems such as no work with certain employers & no entry to certain venues, but later on their bank accounts will be closed and they’ll eventually be hunted like terrorists and put in camps. This will be justified with stories about “new killer strains” and the typical “for our safety” slogans.

But the vaccinated won’t be free, they’ll be forced to get nerver-ending “booster shots” against “new variants”, every shot will be a gamble, the primary purpose of the drug is to destroy your capacity for reproduction, but it will commonly cause people to develop severe health conditions as well. Many will die, and the government will blame it on new killer variants.

The writing is pretty much on the wall at this point.
