At the Nagpur session of the Indian National Congress in December 1920, the goal of the Congress was formally changed from obtaining self-government through constitutional means to achieving 'Swaraj' (self-rule) by "all legitimate and peaceful means." This commitment to non-violent, peaceful methods was central to Mahatma Gandhi's philosophy of Satyagraha and the core of the Non-Cooperation Movement.
The Non-Cooperation Movement was a phased program planned by Gandhi.
The initial stages included boycotts (titles, institutions, foreign goods, elections) and resignations.
Gandhi had famously declared that Swaraj would be achieved within one year if the program was fully implemented.
The subsequent and more intensive stages—including civil disobedience (like breaking specific laws) and non-payment of taxes (no-revenue campaigns)—were explicitly planned as the next steps to be launched if the initial non-cooperation failed to yield Swaraj and the government responded with repression. The plan to launch a no-revenue campaign in Bardoli was one such example before the movement was abruptly withdrawn due to the Chauri Chaura incident in 1922.
