The Indian Ocean Region (IOR) is strategically vital for India’s national interests due to its importance for energy, trade, resources and maritime security. In 2015, India launched SAGAR (Security and Growth for All in the Region) as a cornerstone of its engagement with the Indian Ocean rim and island countries.

Importance of IOR for Indian Security:

🟢 Energy Security: Nearly 80% of India’s crude oil requirement is imported, largely through the sea; cumulative sea dependence for oil is estimated at about 93%.

🟢 Trade Security: Around 95% of India’s trade by volume and 68% by value is routed through the Indian Ocean.

🟢 Marine Resources: Fisheries and aquaculture provide exports and employment to more than 14 million people.

🟢 Security Threats: India’s long coastline exposes it to maritime threats, including terrorism targeting coastal cities and strategic installations.

🟢 Non-traditional Threats: Piracy, smuggling, illegal fishing and human trafficking pose significant challenges.

SAGAR for IOR Islands:

🟢 Maritime Security: Building capacities to safeguard maritime territories and interests through naval cooperation and exercises such as Milan and RIMPAC.

🟢 Economic Cooperation: Promoting the Blue Economy, sustainable fishing, marine biotechnology, ocean-energy utilisation and port connectivity.

🟢 Disaster Management: Collective action against disasters and maritime threats through HADR assistance and joint exercises.

🟢 Sustainable Development: Strengthening marine research, eco-friendly technologies, sustainable fisheries and maritime environmental protection.

🟢 Regional Connectivity: Projects involving Sri Lanka, Maldives, Mauritius, Seychelles, Myanmar and Iran strengthen maritime logistics and connectivity.

Conclusion & Way Forward:
India should strengthen SAGAR implementation, deepen partnerships with smaller IOR island and littoral states, promote sustainable development and provide credible alternatives to competing investment strategies. India is the 4th largest producer of pesticides in the world. At present, pesticides are regulated under the Insecticides Act, 1968. The Pesticides Management Bill, 2020 seeks to update this framework in line with modern pest-management requirements.

Need for a fresh law:
🟢 Outdated framework: The 1968 law needs to be updated to keep pace with modern pest-management science.
🟢 Health risks: Acute pesticide poisoning has resulted in hospitalisations and deaths among farmers and also affects livestock and wildlife.

🟢 Greater transparency: Persons importing, manufacturing or exporting pesticides would have to register and provide details regarding efficacy, safety, expected performance, usage instructions and storage infrastructure.

🟢 Checks misleading advertisements: Regulates pesticide-related advertisements to prevent misleading claims by manufacturers and industries.
