🔆 Q.Despite being a power surplus nation and a net exporter of electricity, India faces a paradox where numerous households remain without electricity connections and power distribution companies grapple with financial instability. Analyze. (15M)
📍 Approach:
✅ Introduce with India’s energy status (surplus, exporter, diverse sources).
✅ Present paradox of electricity access vs financial instability.
✅ Discuss issues: infrastructure, affordability, coal import, discom crisis.
✅ Highlight govt measures & way forward.
✅ Conclude with need for reforms.
📍 Answer:
India has a diverse mix of power sources, including coal, natural gas, oil, hydro, nuclear power, wind, solar, and even agricultural & domestic waste. The demand for electricity is increasing rapidly, requiring new plants.
India’s Power Sector Status
✅ As per CEA reports, India had an energy surplus of 6.4% and peak surplus of 9.1% (2021–22).
✅ India is the third-largest electricity producer globally with an installed capacity of 403.759 GW (June 2022).
✅ Hydroelectric facilities account for 39.2% of sustainable power generation.
✅ Renewables including hydro reached 168.4 GW by Jan 2023, i.e., 40.9% of installed capacity.
✅ India & Nepal signed pact to export 10,000 MW in 10 years.
Issues in Electricity Generation & Distribution
1️⃣ Households remain without electricity
• Infrastructure Deficiency: Lack of lines, substations in rural/remote areas.
• Affordability Issues: Cost of connecting to grid unaffordable. (NITI Aayog MPI 2023 → 12.92% still poor).
• Administrative Challenges: Regulatory approvals, corruption impede progress.
2️⃣ Dependency on Imported Coal
• Despite domestic reserves, costly imports rise (Coal imports ↑5.3% to 52.29 mn tonnes in Apr–May FY24).
3️⃣ High Reliance on Non-Renewables
• Thermal power from coal, gas, diesel → 56.8% of electricity (IEA 2024).
4️⃣ Discoms Grappling with Financial Instability
• Subsidy Burden: Agricultural tariffs uneconomical.
• High AT&C Losses: Avg. 32% (IEA 2024).
• Competitiveness Issues: High tariffs weaken industry.
• Revenue Collection Challenges: NPAs in sector = ₹37,941 crore (2022).
Govt Measures
✅ Sovereign Green Bonds (Budget 2022-23).
✅ Green Energy Corridor projects → renewable power evacuation.
✅ PLI Scheme (Tranche II) → solar PV modules (₹19,500 cr).

🔆 Mains Model Answer
Q. “Honesty as a policy always comes with a price. The path of honesty, like dharma, is straight yet seldom simple.” Elaborate. Discuss the importance of honesty in civil services.
📍 Introduction
Honesty means being truthful and open. It is a facet of moral character that includes integrity, truthfulness and straightforwardness of conduct, along with the absence of lying, cheating and theft. However, honesty often comes at a price, demanding sacrifice, courage and the strength to overcome hurdles created by society and the system.
📍 Why is the path of honesty not easy?
🟢 Requires courage and self-discipline: It takes considerable courage to remain honest with oneself and others. The honest person may be considered impractical or even abnormal for refusing to compromise.
🟢 Straight yet seldom simple: Though honesty appears simple in principle, its practice is difficult. Straightforwardness and blunt reactions can create conflicts, even with close and loved ones.
🟢 Often not immediately rewarded: Honesty may attract criticism, derogatory remarks and pressure from corrupt individuals to compromise. While honesty may eventually be recognised, the wait can be unpredictably long.
🟢 Loneliness and isolation: Honest individuals often suffer lonely struggles and isolation. They may be shunned by friends, family or colleagues for being too idealistic and not sufficiently practical.
🟢 Requires perseverance: Like the difficult road in the question, the honest person must continue despite obstacles, setbacks and personal costs, driven by a strong inner moral force.
📍 Importance of Honesty in Civil Services
🟢 Public welfare: A civil servant’s decisions affect millions of lives. Honesty ensures that day-to-day administration, development and public welfare are guided by the interests of the people.
🟢 Protection of the vulnerable: Dishonesty in public service can make the poor, illiterate and marginalised the biggest victims. For example, corruption in a road contract can lead to poor-quality roads, accidents, vehicle damage and pollution.
🟢 Probity and democratic governance: Honesty and integrity promote probity in public service, in line with the democratic spirit of the Constitution. They help civil servants distinguish between what is right and wrong while resolving conflicts and taking decisions.
🟢 Good governance: An honest officer improves the work culture and motivates subordinates to act with integrity, ensuring effective and ethical delivery of public services.
🟢 Responsible use of power: Civil servants at higher levels are entrusted with policy formulation and decision-making that can influence the entire nation. Therefore, honesty towards oneself, one’s duty and public purpose is essential to ensure that power is used for its designated purpose.
📍 Conclusion / Way Forward
🟢 Honesty may indeed demand courage, sacrifice and even personal suffering. However, civil services require institutional environments that protect honest officers, promote ethical conduct and ensure accountability. Ultimately, honesty must become not merely a personal virtue but the foundation of public service, because the true test of an honest civil servant is the ability to continue on the right path even when the road is difficult.
