„Unser Rat an die Herrscher der islamischen Länder ist, dass sie zur Herrschaft des Islam zurückkehren und sich unter die Autorität Gottes stellen. Die Vorherrschaft Amerikas und die Vorherrschaft des „Taghut“ (gottwidrige, tyrannische Herrscher) wird ihnen nichts nützen.“
