👨‍💻👩‍💻🧠 • In cooperation between Tashkent State University of Law and the University of Helsinki, seminar-trainings on current issues of constitutional, criminal, and criminal procedure law were held

At Tashkent State University of Law, within the framework of the project “Rule of Law”, seminar-trainings dedicated to current issues of constitutional law, criminal law, and criminal procedure law were organized in cooperation with the Rule of Law Centre of the University of Helsinki (Finland).

The purpose of these events was to implement the tasks defined in the Presidential Decree of the Republic of Uzbekistan “On Approval of the Concept for the Development of the Higher Education System of the Republic of Uzbekistan until 2030”. In particular, the trainings were aimed at expanding scientific and academic cooperation in the field of higher education, introducing advanced foreign experience, as well as increasing the scientific potential of the teaching staff. The sessions were conducted by Tuija Brax, Director of the Rule of Law Centre, and Sakari Melander, Doctor of Law and Professor at the University of Helsinki.

The trainings were attended not only by lecturers of higher educational institutions of Uzbekistan, but also by representatives of universities, specialists, researchers, and students from the Russian Federation, Tajikistan, and Kazakhstan. The events discussed existing problems and shortcomings in various branches of law, ways to address them, international experience, and modern trends in the field.

In particular:
At the seminar on the topic “Ensuring the Rule of Law: Finland’s Experience”, participants discussed the constitutional and legal foundations of academic freedom in higher education institutions, guarantees of freedom of scientific creativity, as well as the constitutional foundations of the right to a favorable environment.
At the seminar on the topic “International Cooperation in Criminal Procedure”, issues related to the extradition of offenders were discussed, including extradition processes under international law, coordination between national legislation and international treaties, as well as guarantees of human rights.

Furthermore, an in-depth analysis was carried out on mechanisms for the collection and exchange of evidence within the framework of legal assistance in criminal investigations, international methods of witness interrogation, and issues of cooperation in the field of financial investigations. Special attention was paid to combating transnational crime, in particular organized criminal groups, drug trafficking, cybercrime, and matters relating to digital evidence.

Within the framework of the project, an international academic-practical conference was also organized on the topic “Criminal Law and Legal Education: Digital Transformation, New Challenges and Global Cooperation”, where Professor Sakari Melander of the University of Helsinki (Finland), Doctor of Law, delivered a presentation on the topic “Artificial Intelligence and Criminal Law: New Challenges and Opportunities”. The report considered issues such as crime forecasting, the preparation of criminological maps in law enforcement activities, crime prediction, determining the likelihood of recidivism among convicts, as well as the application of artificial intelligence technologies in judicial proceedings. The role of artificial intelligence in Finland’s criminal law was also addressed.

Within the framework of the conference, a scientific discussion was also held on the principle of ultima ratio, its essence, origins, role as a constitutional principle, and its practical application. The principles of criminalization of offenses in Finland were also examined.

In short, this international cooperation and the organized seminar-trainings became an important step towards strengthening the international authority of legal education and the legal system of Uzbekistan, developing the legislative framework in accordance with international standards, and enhancing scholarly potential.

Toshkent davlat yuridik universitetida CALR Fellowship dasturining 4-mavsumi doirasida “International Legal Research Forum” o‘tkazildi. Xalqaro forumda milliy va xorijiy ekspertlar, dunyoning nufuzli universitetlari, shu jumladan, mamlakatimizdagi oliy ta’lim muassasalari professor-o‘qituvchilari, tadqiqotchilar ishtirok etdi.

Shuningdek, forumda 10 nafar xorijiy mutaxassis shaxsan tashrif buyurgan holda, yana 4 nafar ma’ruzachi dunyoning turli qit’alaridan onlayn tarzda ishtirok etdi.

Unda huquqiy manbalarni tanlash va ularning ishonchliligini baholash, nazariy bilimlarni amaliy ehtiyojlarga uyg‘unlashtirish, talabalar va yosh tadqiqotchilarda mustaqil ilmiy fikrlash ko‘nikmalarini shakllantirish masalalari muhokama qilindi.

Ikkinchi yo‘nalish “Comparative Method of Legal Research” mavzusiga bag‘ishlandi hamda unda turli huquqiy tizimlarni solishtirishda madaniy va tarixiy farqlarni hisobga olish, huquqiy normalarni tahlil qilishda xalqaro standartlarning ahamiyati, qiyosiy metodologiyaning yetarli darajada standartlashtirilmagani muammosi muhokama qilinib, bu borada takliflar bildirildi.

“Legal Research Models” mavzusidagi uchinchi panel sessiyada yuridik tadqiqotlarda turli modellarni tatbiq etish xususida so‘z yuritilib, empirik tadqiqot modellaridan foydalanishning afzalliklari va chegaralari, nazariy modellarni amaliyotga tatbiq etishda uchraydigan qiyinchiliklar, yuridik tahlilda raqamli texnologiyalardan foydalanish imkoniyatlari haqida fikr almashildi.

So‘nggi yo‘nalish “Interdisciplinary Research in Law: Needs, Challenges and Strategies” mavzusiga bag‘ishlandi. Sessiyada fanlararo yondashuv zamonaviy huquqshunoslikning muhim talabiga aylangani alohida ta’kidlanib, huquqshunoslikni iqtisodiyot, siyosatshunoslik, sotsiologiya, axborot texnologiyalari bilan uyg‘unlashtirish ehtiyoji, turli fanlar o‘rtasidagi terminologik farqlarni uyg‘unlashtirish qiyinchiliklari, sun’iy intellekt, Big Data va raqamli texnologiyalarni yuridik izlanishlarga tatbiq etishdagi imkoniyatlar va xavf-xatarlar tahlil qilindi.

Ikki kun davom etgan konferensiya davomida huquqiy tadqiqotlarning nazariy va amaliy jihatlari bo‘yicha ilmiy bahslar olib borildi. Ishtirokchilar yangi metodik yondashuvlarni o‘zlashtirib, xalqaro tajriba asosida huquqiy izlanishlarda innovatsion uslublarni qo‘llash imkoniga ega bo‘ldi. Forum yosh tadqiqotchilar uchun xalqaro ilmiy hamkorlik tarmog‘iga qo‘shilish va o‘z ilmiy qarashlarini rivojlantirish uchun keng imkoniyatlar yaratdi.

Bir so‘z bilan aytganda, “International Legal Research Forum” nafaqat ilmiy fikr almashish maydoni, balki yuridik tadqiqotlarda metodologik yondashuvlarni takomillashtirishga qaratilgan muhim platforma bo‘lib xizmat qildi.

В Ташкентском государственном юридическом университете в рамках четвертого сезона программы CALR Fellowship состоялся международный форум International Legal Research Forum. В форуме приняли участие национальные и зарубежные эксперты, представители ведущих университетов мира, а также профессорско-преподавательский состав и исследователи высших учебных заведений нашей страны.

Кроме того, 10 иностранных специалистов приняли участие лично, еще 4 докладчика подключились в онлайн-формате из разных континентов.

Международный форум был организован с целью глубокого изучения методологии правовых исследований, разработки новых научных подходов, укрепления международного научного сотрудничества в этой сфере и расширения возможностей для эффективной организации научной работы ученых-правоведов и молодых исследователей. В его рамках обсуждения велись по четырем направлениям.

Первая панельная сессия «Legal Research Fundamentals» была посвящена теоретическим основам правовых исследований, методологическим базам и инструментам, применяемым в научной работе. Обсуждались вопросы выбора правовых источников и оценки их достоверности, интеграции теоретических знаний с практическими потребностями, формирования у студентов и молодых исследователей навыков самостоятельного научного мышления.

Второе направление — «Comparative Method of Legal Research» было посвящено вопросам учета культурных и исторических различий при сравнении различных правовых систем, значению международных стандартов при анализе правовых норм, а также проблеме недостаточной стандартизации сравнительной методологии. По этим вопросам были выдвинуты предложения.

Третья панельная сессия «Legal Research Models» рассматривала применение различных моделей в правовых исследованиях: преимущества и ограничения использования эмпирических моделей, сложности внедрения теоретических моделей в практику, возможности использования цифровых технологий в правовом анализе.

Заключительное направление «Interdisciplinary Research in Law: Needs, Challenges and Strategies» была посвящена междисциплинарному подходу, который стал важным требованием современной юриспруденции. Отдельно подчеркивалась необходимость интеграции правоведения с экономикой, политологией, социологией, информационными технологиями, сложности согласования терминологических различий между дисциплинами, а также анализировались возможности и риски применения искусственного интеллекта, Big Data и цифровых технологий в правовых исследованиях.

В течение двух дней конференции велись научные дискуссии о теоретических и практических аспектах правовых исследований. Участники освоили новые методические подходы и получили возможность применять инновационные методы в правовых исследованиях на основе международного опыта. Форум создал широкие возможности для молодых исследователей по присоединению к международной научной сети и развитию собственных научных взглядов.

Иными словами, International Legal Research Forum стал не только площадкой для обмена научными идеями, но и важной платформой, направленной на совершенствование методологических подходов в правовых исследованиях.

2️⃣2️⃣2️⃣ • New horizons of legal research

Within the framework of the fourth season of the CALR Fellowship program, the International Legal Research Forum was held at TSUL. The forum brought together national and foreign experts, representatives of leading universities around the world, as well as faculty members and researchers from higher educational institutions of our country.

In addition, 10 foreign specialists took part in person, while 4 more speakers joined online from different continents.

The International Forum was organized with the aim of an in-depth study of legal research methodology, the development of new scientific approaches, the strengthening of international academic cooperation in this field, and the expansion of opportunities for effective organization of research activities of legal scholars and young researchers. The discussions were held in four thematic directions.

The first panel session, “Legal Research Fundamentals”, focused on the theoretical foundations of legal research, methodological bases, and tools applied in scientific work. The issues of selecting legal sources and evaluating their reliability, integrating theoretical knowledge with practical needs, and fostering independent scientific thinking skills among students and young researchers were discussed.

The second direction, “Comparative Method of Legal Research”, addressed cultural and historical differences in comparing various legal systems, the importance of international standards in analyzing legal norms, as well as the problem of insufficient standardization of comparative methodology. Proposals on these issues were put forward.

The third panel session, “Legal Research Models”, examined the application of different models in legal research: the advantages and limitations of using empirical models, the challenges of implementing theoretical models in practice, and the opportunities of using digital technologies in legal analysis.

The final direction, “Interdisciplinary Research in Law: Needs, Challenges and Strategies”, was devoted to the interdisciplinary approach, which has become an essential requirement of modern jurisprudence. The necessity of integrating law with economics, political science, sociology, and information technologies was emphasized, along with the challenges of reconciling terminological differences between disciplines. The opportunities and risks of applying artificial intelligence, Big Data, and digital technologies in legal research were also analyzed.

During the two days of the conference, scientific discussions were held on the theoretical and practical aspects of legal research. Participants gained knowledge of new methodological approaches and had the opportunity to apply innovative methods in legal research based on international experience. The forum created wide opportunities for young researchers to join the international academic network and develop their own scientific perspectives.

In other words, the International Legal Research Forum became not only a platform for the exchange of scientific ideas but also an important venue aimed at improving methodological approaches in legal research.

To participate, candidates must have a GPA of at least 70% and demonstrate proficiency in Russian.

Students wishing to study abroad under this program must submit the following documents to their faculty dean’s office by November 10:
– a copy of their academic transcript;
– a copy of the passport page with personal data for international travel;
– certificates (optional);
– contact details.

The semester runs from January 12 to June 30, 2026.
Orientation session and dormitory check-in – from January 10, 2026.

Requirements for candidates:
