The Proclamation by the General Court of Massachusetts was issued on January 19, 1776.

The proclamation stated that the purpose of government is to promote the happiness of the people, and that the consent of the people is the foundation of government. It also stated that any act of government that goes against the consent of the people is tyranny.

This power resides always in the Body of the People, and it never was, or can be delegated, to one Man, or a few, the great Creator having never given to Men a right to vest others with Authority over them, unlimited either in Duration or Degree.

The proclamation stated that the happiness of the people is the sole purpose of government. 

It also stated that the consent of the people is the only foundation of government. 

The proclamation stated that any act of government that goes against the consent of the people is tyranny. 

The proclamation was ordered to be read at the opening of every Superior Court of Judicature, Inferior Common Pleas, and Court of General Sessions for the Peace within the Colony.
