feat: Refactor Alabama state handler and add professional license scraper

This commit refactors the Alabama state handler to meet the "gold standard" of being registry-driven, using platform-specific helpers, and having standardized methods. It also adds a new web scraper to fetch professional license data from the Alabama State Board of Occupational Therapy.

The legacy `al_api.py` and `ak_api.py` handlers have been removed and the `scripts/fix_state_handlers.py` script has been updated to use the new `AlabamaAPIHandler`. Alaska has been temporarily disabled in the script until a usable data source can be found.
