You see, my gott, it's not a true choice. Citizens have a decision, but it's not a vote insofar as asks for military participation attached to it: Will you stay at your workforce or will you flee -here it's the joke *hehe* - to another workforce? What is referred as free planets, full of crimes and illegal activities, it's closer to exile. You see, they have no defense mechanisms and the agents of the two forces wander easily and without worry: criminals are mantained there, in planets with no natural resources for the sake of the Empire and the Alliance
