This doesn’t even make sense. It’s one of the most ridiculous things I’ve ever seen. Your ethnic group is your ancestry, your heritage, your genes. If you are ethnically Welsh, then you are White. If a Welsh person did a DNA test to reveal their ethnicity, it would say they are NW European.

You cannot be “Black Welsh” or “Asian Welsh” because if you are black or Asian you aren’t European.
