My hope, though as horrible as it is either way, is that’s it just so strongly suggested but not actually required, that it seems like they must.
Perhaps similar to the hotel quarantine scheme that’s going on when returning into Canada - even though you’re told to, you can still opt out. You just need to know you can and stand your ground.
